Finance Manager
 Location: remote and on-site / tbd
Duration: 6 months
Reports to: Country Director, CARE Libya
Background and Context
 The Finance Manager will assume full responsibility and ownership of accounting, budgeting, reporting to management, HQ and donors, as well as monitoring liquidity, guiding partners on reporting requirements, adherence to local regulations, etc. S/he will hold line management of a Finance Assistant.
 Main Duties and Responsibilities
 Accounting
 
  - Oversee and coordinate the accounting of CARE Libya in accordance with CARE policies, including month-end closing procedures, reconciliations, accruals, and financial reporting deadlines. Ensure that all balances, commitments, and expense records in the ERP system are timely and accurate.
 
  - Ensure all reconciliations of cash, bank and other transactions are finalized and documented to a standard that meets both internal audit and external donor audit readiness. This includes ensuring adherence to procurement-related financial documentation and spot-checking high-value or risk-prone transactions.
 
  - Monitor the country office’s cost structure and coverage of by donor budgets via the Master Budget, ensuring adequate cost coverage, alignment with project pipelines, and donor requirements. This includes providing technical support to budget holders, reviewing budget narratives, and ensuring effective cost allocations across program and support units.
 
  - Manage the preparation and submission of all donor financial reports, ensuring compliance with the requirements of institutional donors, in collaboration with the program and grants teams.
 
  - Ensure timely financials are submitted to the Program and Grants teams, for responsible management of their projects.
 
  - Meet monthly/quarterly reporting requirements with HQ.
 
  - Ensure payments are prepared and processed in a timely manner.
 
  - Ensure contractual obligations are met and flag renewals in advance.
 
  - Forecast liquidity needs effectively to ensure business continuity.
 
  - Manage liquidity (either cash, banking, or via other payment methods) via proficient advance planning.
 
  - Monitor and validate PeopleSoft workflows related to expense entries, project coding, and intercompany transactions. Work closely with key contacts at HQ to troubleshoot and resolve any errors or discrepancies in system data.
 
  - Support the financial tracking of local partners where feasible, including reviewing of expenditures and verification of submitted financial documents.
 
  - Coach key partner contacts with regards to reporting and procedural requirements.
 
  - Line management of one direct report (Finance Assistant).
 
  - Identify potential for growth amongst current and future Finance team members. Coach and train them with the perspective of assuming further tasks and responsibilities.
 
  - Ensure all local regulations are met and annual financial statements are submitted.
 
  - Respond to auditing requirements.
 
  - Monitor and follow the national context and regulatory environment, highlighting important risks, changes and aspects to management as they arise.

 Qualifications and Profile
 The ideal candidate is an experienced finance professional with a strong background in INGO financial management, particularly within the CARE confederation or similar organizations. Proficiency with ERP systems (such as Oracle Peoplesoft) is preferred, especially with regard to expense workflows, project budgeting, and reconciliation processes.
 Prior experience with CARE financial and donor requirements is highly desirable.
 The candidate must be able to operate autonomously, bring immediate value, and communicate clearly across both finance and non-finance stakeholders.
