Consultancy: Ban Policy Editor, Landmine and Cluster Munition Monitor
Location: Remote
Contract duration: 1 February – 31 December 2026, renewable [100 days]

The Landmine and Cluster Munition Monitor seeks an experienced and highly motivated editor to lead the Monitor research on landmine and cluster munition ban policy. Ban policy research includes use, production, transfers, stockpile destruction, and transparency reporting, among other issues. The Ban Policy Editor will be responsible for leading the research and drafting of Cluster Munition Monitor 2026, Landmine Monitor 2026, online country profiles, and fact sheets.

The Monitor initiative is coordinated by a Project Manager. The consultant will report directly to the Project Manager and be accountable to the ICBL-CMC Director.

Tasks of the Ban Policy Editor will include:

Ban Policy research coordination
- Develop an annual research plan for Ban Policy research products and activities;
- Ensure timely submission of products, according to the annual research plan and production calendar;
- Manage the work of research specialists, consultants, country researchers, and interns.

Research, drafting, and data processing
- Research and draft Ban Policy chapters (including: new use, production, transfers, stockpile destruction, treaty membership, transparency reporting, voting on relevant UNGA resolutions) for inclusion in Cluster Munition Monitor and Landmine Monitor annual reports;
- Research, draft, and update country profiles on landmine and cluster munition ban policy;
- Conduct desk research, in-person and on-line interviews, with country-relevant actors, including, but not limited to, national mine action authorities, government officials, mine action operators, and other organizations;
- Liaise with in-country researchers in selected countries to conduct supplementary research, including by cross-checking information as required;
- Research, draft, and edit other Ban Policy research products, including briefing papers, fact sheets, and infographics;
- Review draft profiles, reports and other publications to ensure that all report content is publishable quality and meets the Monitor’s high standard of reporting.

Advisory role on ban policy
- Support evidence-based advocacy by keeping ICBL-CMC staff informed about new developments and responding to internal and external requests for clarification on matters related to ban issues, including allegations of use, production, or transfers;
- Participate in relevant meetings, including formal and informal meetings of the Mine Ban Treaty and the Convention on Cluster Munitions, and present Monitor research and reporting. Represent the Monitor at other meetings and forums as agreed;
- Advise ICBL-CMC staff on policy and advocacy matters, as needed, and provide thematic team input for the ICBL-CMC statements, documents and advocacy tools, and relevant treaty-related processes and documents;
- Contribute to media and outreach pieces such as press releases and web stories to promote research products,
- Represent the Ban Policy team on the Monitoring and Research Committee (MRC).

Required qualifications and competencies:
- A Master’s degree or higher in political science, international development, international relations or other relevant fields;
- Strong research experience: at least 5 years' experience in qualitative research on mine action, disarmament, or international law;
- Excellent writing and editing skills in English;
- Ability to produce clear, concise, high-quality reporting on tight deadlines;
- Excellent and proven communication and interpersonal skills with a wide variety of multi-cultural, multi-lingual groups and stakeholders;
- Strong computer literacy, including experience with questionnaire formats, databases and Microsoft Office products.

The ideal candidate will have the following profile:
- Familiarity with relevant multilateral and international instruments and frameworks;
- Experience working with or in international relations, civil society, and the UN system and other international organizations in the mine action sector;
- An innovative, critical thinker with extensive problem-solving skills;
- Ability to keep colleagues informed and discuss feedback;
- Ability and sensitivity to interact with ease with a wide range of people, including government and ministry officials, survivors and indirect victims of conflict, operators and service providers, and in-country researchers;
- Ability to identify, research, analyze, and effectively communicate complex issues in a rigorous and efficient manner;
- Experience conducting open-source research;
- Meticulous attention to detail;
- Experience drafting short and long texts including multi-country analysis on thematic issues;
- Technical knowledge of landmines and cluster munitions is desirable;
- Experience analyzing materials in multiple languages;
- Advanced language skills in at least one other UN language, in particular Arabic or Russian, is an asset.

Landmine and Cluster Munition Monitor:
Landmine and Cluster Munition Monitor (“the Monitor”) provides research and monitoring for the International Campaign to Ban Landmines (ICBL) and the Cluster Munition Coalition (CMC). The Monitor is an innovative initiative by the ICBL-CMC to monitor implementation of and compliance with the Mine Ban Treaty and the Convention on Cluster Munitions, and more generally to assess the efforts of the international community to resolve the landmines, cluster munitions and explosive remnants of war (ERW) problem. The Monitor has conducted neutral and independent research on landmine, cluster munition, and ERW issues since 1999. The initiative produces reports with information on mine and cluster munition ban policy, the impact of these weapons, and funding for mine action. Landmine Monitor and Cluster Munition Monitor reports are seen as the most comprehensive source of information on matters related to the treaties and addressing the impact of mines, cluster munitions, and other ERW. The Monitor also produces thematically relevant country profiles, fact sheets, briefing papers, and infographics, in addition to maps and tables on thematic issues.

Research for the Monitor is undertaken by researchers and Editorial Team leaders well respected
for their expertise and the impartiality of reporting. The Monitoring and Research Committee (MRC) oversees the running of the Monitor and ensures the accuracy of its reporting.

About the ICBL-CMC:
The ICBL-CMC is a global civil society network dedicated to putting an end to the suffering caused by antipersonnel landmines and cluster munitions. We seek to prevent all use, production, and trade of these weapons, and to ensure stockpiles are destroyed. We call for efficient clearance of all landmines, cluster munitions and explosive remnants of war; and we want to see the fulfillment of victims’ rights and needs. To this end we monitor, analyze, and report on the progress of the 1997 Mine Ban Treaty and the 2008 Convention on Cluster Munitions and advocate for universal adherence to, and implementation of, these
conventions.

ICBL-CMC members, including landmine and cluster munition survivors, take action in around 100 countries. We work in an inclusive manner with these member organizations in a coordinated and flexible network supported by a small team of staff and consultants. The ICBL received the Nobel Peace Prize in 1997 for its work to bring about the Mine Ban Treaty.
