Description

Globaltec Desarrollos e Ingeniería, S.A. is seeking a Key Expert 2 – Agro-Economist for a long-term technical assistance contract in Angola. The Agro-Economist will play a pivotal role in supporting the sustainable and inclusive development of the agrifood sector, focusing on value chain development, private sector strengthening, and the implementation of innovative financing mechanisms.

This programme aims to promote the sustainable and inclusive development of the agrifood sector in Angola, supporting food security, economic diversification, and job creation. The action focuses on strengthening value chains, improving access to finance, and fostering climate-resilient and gender-responsive practices, in close collaboration with national and international stakeholders.

Key Responsibilities:

·         Conduct agricultural value chain analysis, market assessments, and investment studies.

·         Support the design and implementation of programmes that promote private investment in agriculture, including public-private partnerships and blended finance mechanisms.

·         Provide technical input for cost-benefit analysis, feasibility studies, and financial/economic modelling for agricultural and rural investment projects.

·         Strengthen the capacities of stakeholders (farmers’ organizations, NGOs, private sector) in the agricultural sector.

·         Contribute to monitoring and evaluation frameworks and policy dialogue on agricultural investment and economic development.

·         Collaborate closely with the EU Delegation, Angolan ministries, and other project stakeholders.

Requirements:

Qualifications and Skills

·         A Master’s degree in Agribusiness, Agricultural Economics, Rural Development or a closely related field. Alternatively, a minimum of 10 years of professional experience in relevant sectors.

·         Additional training in entrepreneurship, agricultural marketing, value chain development, private sector strengthening, market analysis or farmer-to-market linkages, or at least five years of equivalent practical experience.

·         Full computer literacy.

·         Languages:

·         Portuguese: Excellent oral and written command, minimum C1 level (CEFR).

·         English: Excellent oral and written command, minimum C1 level (CEFR).

General Professional Experience

·         At least eight (8) years of experience in agricultural financing and the development of agro-SMEs.

·         A minimum of five (5) years of experience in value chain development and promotion of entrepreneurship, including capacity building for stakeholders such as farmer organisations, NGOs and private sector actors.

·         Familiarity with EU procedures and financial instruments will be considered an asset.

Specific Professional Experience

·         Proven experience as Agro-Economist or in a similar role for four to five years within donor-funded programmes.

·         Demonstrated expertise in agricultural value chain analysis, market studies and investment promotion for agribusiness.

·         Experience in cost-benefit analysis, feasibility studies and financial/economic modelling for agricultural or rural development projects.

·         Practical involvement in the design and implementation of programmes supporting private investment in agriculture, including public-private partnerships (PPP) and blended finance mechanisms.

·         Knowledge of monitoring and evaluation frameworks and contribution to policy dialogue on agricultural investment.

·         Familiarity with EU project management procedures, Project Cycle Management (PCM) and Results-Based Management (RBM) will be considered an advantage.

Location:

Based in Huambo, with regular missions to Luanda and other provinces involved in the programme.

Duration:

48 months (minimum 230 working days per year)
