Job Title: Climate Change Specialist (Feasibility Study & Detailed Design Phase)
Position Overview:
The Climate Change Specialist will analyze climatic and hydrological data, assess climate risks and vulnerabilities, and integrate climate resilience and sustainable measures for Project within Cambodia which aims to enhance the connectivity between Cambodia-Vietnam border and involves construction of new Cross Border Facilities (CBF)/improvement of national roads. This role requires a Master’s degree in related field, experience in international projects including feasibility studies and/or detailed design of road and other infrastructures.
Key Responsibilities:
∙ Collect and analyze climatic, meteorological, and hydrological data to understand current and historical climate conditions in the project area
∙ Assess climate-related risks and vulnerabilities that could affect road and border facility design, construction, and long-term operation
∙ Evaluate the project’s exposure to climate hazards and propose adaptation measures to enhance resilience of structures, materials, and systems
∙ Review climate-related impacts on participating province’s infrastructure and determination of climate adaptation and resilience plan to manage climate change risks
∙ Ensure that the border facility designs are climate change resilient and environmentally sustainable
∙ Coordinate with other team members in preparing various reports and documents such as Environmental and Social Management Plan (ESMP)
Objective of the Project/Assignment:
The objective of this project is to improve cross-border connectivity along selected road corridors between Cambodia and Vietnam. The project aims to construct four CBFs, improve 160km of the four sections of the national road (connecting those CBFs) and construct 45km of the new national road to asphalt concrete paved condition. The indicative project components, to be determined and detailed as part of this assignment are as follows:
∙ Construction of CBFs at the end of each border road (Oyadav, Trapang Sre, Trapan Plong, and Phnom Den); the CBF may include, among others, immigration building, administration building, different parking areas, main office building, staff accommodation, and cargo terminal.
∙ Improvement of four National Road sections (160km) to facilitate border connectivity, including (a) NR 78 (at Ratanakiri), (b) NR 74 (at Kratie), (c) NR 72 (at Tbong Khmum), and (d) NR 2 (at Takeo);
The main objective of the assignment is to conduct the Feasibility Study and prepare the Preliminary/Conceptual and Detailed Engineering Design for the components of the project.
Qualifications Required:
∙ Master’s degree in Natural Sciences, Environmental Science/Studies, Meteorology, Hydraulic Engineering or any other related field with proficient international experiences
∙ Minimum 15 years of experience in feasibility studies, planning, and detailed design of public buildings and road infrastructure
∙ Experience in feasibility studies, planning, and detailed design of public buildings and road infrastructure
∙ Preferably have extensive prior experience as climate change specialist or similar position (including project experience involving technical assistance, feasibility studies and design)
∙ Preferably have experience in 3+ projects funded by AIIB, other MDBs, or bilateral agencies
∙ Regional experience in Southeast Asia, particularly Cambodia, is an advantage
∙ Excellent written and oral communication skills in English
