The Role
The Project Manager will be based in Manila and responsible for the following tasks:
- Plan and coordinate project management activities;
- Develop, plan, analyze, evaluate and prioritize project deliverables, documents and requirements;
- Define and document the objectives of the development team;
- Provide verbal and/or written updates to stakeholders on progress and concerns throughout the project and at pre-defined stages of the life cycle;
- Coordinate and prepare documentation in response to planned and unplanned reports, feedback and observations to inform stakeholder senior management of project status;
- Plan and coordinate the activities of project staff, stakeholders, subcontractors and other support providers;
- Plan, lead, coordinate and control the activities of the project team to achieve the objectives of the project in terms of content, quality, costs and deadlines;
- Prepare the formal work allocation structure and terms of reference;
- Ensure accountability for the achievements and results of technical specialists;
- Receive incoming requests for technical assistance and deliverables from technical specialists, prioritize them, assess urgency and set deadlines;
- Monitor project design, start-up and implementation against established objectives, goals and milestones;
- Prepare plans, tables, graphs and charts to assist with analyzing or presenting problems;
- Formulate and manage project plans by defining deliverables, identifying key milestones, reviewing project progress and conducting ongoing risk management;
- Provide weekly updates to the technical authority, the heads of development assistance for Philippines at Alinea headquarters (HQ), and other relevant stakeholders;
- Establish project monitoring and tracking procedures and manage changes to operational plans;
- Conduct reviews/lessons learned at the end of the project and share with the project team and stakeholders, as appropriate;
- Provide leadership during appropriate phases of planning, operations and evaluation;
- Develop and maintain a network of key actors (government, civil society, other donors, private sector);
- Lead the preparation of official project documents and reports.
Required qualifications:
- A master’s degree in political science, law, international development, economics, finance, business administration, project management, social sciences, engineering or applied sciences.
- Minimum of 10 years of experience as a Project Manager on donor funded projects.
- Experience as a Project Manager on at least 2 projects, and experience with a budget of CA 5,000,000 or more.
- Demonstrated experience with different development actors (governments or public authorities, other donors, non-governmental organizations and international organizations) working collaboratively in consulting on development results, by participating in the achievement of these results and by creating and facilitating initiatives in Philippines and Indonesia.
- The Project Manager must have experience in Philippines.
- Formulate and manage project plans by defining deliverables, identifying milestones, reviewing project progress and ensuring ongoing risk management;
- Plan and coordinate the activities of project staff, stakeholders, subcontractors and other support providers;
- Lead the timely preparation and submission of documents and deliverables;
- Plan, lead, coordinate and control the activities of project teams to achieve project objectives in terms of content, quality, costs and timelines;
- Establish and maintain networks of key stakeholders (government, civil society, other donors, private sector);
- Conduct post-project reviews/learn and share the results with the project team and other relevant stakeholders.
