Job Title: Cervical Cancer / Sexual and Reproductive Health (SRH) Technical Expert

Department/Location: Remote; possibly 5-7 days overseas

Reports To: Team Leader / Vice President

Type: Consultant, Estimated LOE 30-35 days, February/March-June/July 2026

Classification: Consultancy

Overview: Provides expert technical guidance to the evaluation team on cervical cancer prevention and control, SRH interventions, HPV testing technologies, thermal ablation/loop electrosurgical excision procedure (LEEP) devices, and continuum of care pathways.

Their responsibilities will include:

Essential Duties/Tasks and Responsibilities:

  1. Technical Validation
    • Review and validate technical content related to cervical cancer screening, HPV molecular testing, self-sampling, thermal ablation, LEEP, and national guidelines.
    • Advise on relevance and accuracy of programmatic findings and mechanisms of change.
  2. Continuum of Care Analysis
    • Assess linkages between screening and treatment; evaluate 90-70-90 progress.
    • Analyze women living with HIV (WLHIV)-specific considerations.
  3. Country Case Study Support
    • Assist in structuring country comparisons based on program maturity, delivery models, and policy environments.
    • Provide inputs to national consultants on clinical and operational aspects.
  4. Contribution to Learning Themes
    • Lead technical synthesis for Learning Themes 1 (continuum of care) and 3 (programming at scale) under direction of Team Leader and in coordination with other evaluation team members.
    • Inform sustainability and scale-up recommendations.
  5. Reporting
    • Draft technical sections of the evaluation report as directed by the Team Leader and in coordination with other members of the evaluation team.
    • Ensure technical accuracy in final recommendations.

Key Deliverables

  • Draft technical annex for inception report under direction of the Team Leader and in coordination with the evaluation team
  • Provide clinical review notes for each country case
  • Provide technical inputs to first, second, and final evaluation reports
  • Technical accuracy assurance

Minimum Qualifications:

  • 8–12 years in cervical cancer, SRH, or oncology
  • Experience evaluating SRH and women’s health programs
  • Familiarity with WHO elimination strategy and lower and middle income country (LMIC) implementation realities

Education: An advanced degree in a relevant field across the social sciences

Working Environment: Work is performed in a typical corporate office environment or remotely.

Physical Requirements: This is largely a sedentary position that required the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility: This position does not have supervisory responsibilities.

Travel: 10% travel is required.

Work Authorization: Candidate must be authorized to work in the country of residence.
