Then you might be the candidate that we are looking for as our new Programme Manager Civil Society and Humanitarian Cooperation in Syria!

Requirements

  • Higher degree in relevant field, or significant relevant experience.
  • Documented leadership skills with the ability to build teams and include others in decision making.
  • At least 5 years' experience from complex and volatile contexts, conflict or post conflict environment, preferably from the Middle East, as a successful upper-level manager in an international organisation.
  • Experience with implementing strategies, plans and programmes in both development and humanitarian programmes.
  • Demonstrated experience in work with civil society organisations and develop programmes based on partner collaboration.
  • Strong people management experience with proven ability to lead and manage a multidisciplinary and multicultural team, often remotely.
  • Experience of resource mobilisation, including strategies and fundraising, and drafting of proposals and reports.
  • Proficiency on English - knowledge of relevant languages for the region (Arabic and/or Kurdish) is an advantage.
  • Experience with organizational learning methodologies, including utilizing monitoring and evaluation for learning.
  • Experience with crisis management.
  • Proven ability to establish and maintain high-level diplomatic and professional relationships with government agencies, ministries, national stakeholders, NGOs, and donors.
  • Strong writing skills for strategies, proposals, concept notes, business plans, budgets, and reports.

Responsibilities

  • Provide strategic leadership for the civil society and humanitarian programmes, in alignment with the country strategy and NPA’s core principles and policies.
  • Provide leadership, lead the Syria programme team and build a strong team culture in the program with direct supervisory responsibility both for the project staff across the civil society, development, protection and FSL programmes in Syria.
  • Participate actively in the Country Management Team (CMT) for the Syria programme, contributing to the strategic development of the overall country programme and fostering synergies across its various thematic areas.
  • Represent NPA towards all main stakeholders to the programme in collaboration with CD and relevant functions in the country team.
  • Lead the civil society and humanitarian cooperation programme team in developing, implementing and monitoring operational plans and prioritise and manage all operations within the programme with focus on impact, quality, efficiency and relevance.
  • Ensure partner dialogue and support in line with NPA’s partnership policy and programme handbook.
  • Ensure sound financial management, logistics management, grant management, compliance and budget control.
  • Line manage the programme team.
  • Under supervision of the CD responsible for risk management, safety and security of NPA programme staff in Syria, assets and resources and relevant functions in the country team.
  • Ensure that the programme maintains a comprehensive understanding of the country context in close consultation with NPA partners and monitor developments in the region.
  • Programme strategic development and resource mobilisation and the overall programme integration in collaboration with the CD and relevant functions in the country team.
  • Work closely with the CD and PMs to identify opportunities for joint projects with NPA’s mine action and WAM programmes.
  • Collaborate with local and international NGOs (including consortia), strengthen links with development initiatives, and actively participate in sector networking.
  • Safety and security.

*Validity of the offer and contract depends on satisfactory medical certificate, full vaccination, valid travel visa and necessary permits for service and residency in the country of service. The offer and contract also depend on donor funding and might be subject to donor approval.
