SUMMARY OF THE PROJECT
Technical Assistance for preparation of investment-ready technical documentation for the renovation of selected public buildings, enabling the implementation of cost-effective and sustainable energy efficiency and renewable energy measures, and, where applicable, preserving the cultural and architectural value of protected heritage buildings
 
 
SUMMARY OF THE POSITION
The Team of experts shall collectively cover expertise in building energy efficiency, energy performance assessment, renovation of existing buildings, building services systems, cost estimation and economic analysis, and preparation of procurement and tender documentation for public works
 
 
KEY RESPONSIBILITIES

  • Review of the legislative and regulatory framework applicable to the preparation of technical documentation for energy efficiency renovation of public buildings.
  • Establishment and implementation of a quality control mechanism ensuring the coherence, technical accuracy, and compliance of all deliverables with applicable national legislation, technical standards, and any building-specific legal requirements, including cultural heritage protection, where applicable.
  • Performance of walk-through (Level 1) energy audits for pre-selected buildings, including on-site inspections, review of available energy consumption data and existing documentation, identification of cost-effective energy efficiency measures, and assessment of the need for further, investment-grade analysis.
  • Performance of Detailed Energy Audits and preparation of Energy Performance Certificates for selected public buildings.
  • Preparation of Optional Analyses and/or Feasibility Studies for selected buildings with a total floor area of up to approximately 70,000 m². The Contractor shall assess the need for such analyses on a building-by-building basis and prepare them, where duly justified, in full compliance with Serbian legislation and applicable technical and professional standards, subject to approval by MEI and MME and endorsement by the Contracting Authority.
  • Preparation of all design documentation (Conceptual, Preliminary, and Detailed Design) required for obtaining construction and/or renovation permits, in accordance with applicable laws and by-laws of the Republic of Serbia.
  • Preparation of complete tender documentation for the procurement of works, including bills of quantities, technical specifications, drawings, and procurement packages, in accordance with Serbian public procurement legislation and the Practical Guide on contract procedures for European Union external action (PRAG).

 
 
JOB REQUIREMENTS
Education:

  • Relevant university degree

Minimum Experience (to be covered by the team as a whole):

  • The Team shall collectively cover expertise in building energy efficiency, energy performance assessment, renovation of existing buildings, building services systems, cost estimation and economic analysis, and preparation of procurement and tender documentation for public works

Essential Skills: The Team shall demonstrate proven experience in assignments of comparable nature and complexity, including:

  • energy audits and energy performance assessment of public buildings.
  • preparation of feasibility studies for energy efficiency renovation.
  • preparation of technical and tender documentation for procurement of renovation works.
  • preparation of technical documentation for renovation of public buildings (e.g. schools, hospitals, administrative buildings);
  • applicable national building, energy efficiency, and public procurement regulations.
  • requirements related to Energy Performance Certification and major renovation of buildings.

Language Proficiency: English (fluency) mandatory; Serbian (fluency) added value
Employment Conditions: Workdays to be defined, over a project implementation period of 30 months
