Project: Swiss Development Cooperation (SDC) funded project Strengthening Parliamentary Democracy in Moldova (PADEM) project in Moldova

DAI is looking for a Short-Term IT Expert (up to 10 working days) to help the PADEM project team prepare the Terms of Reference and the necessary technical documentation for an audit of the IT infrastructure of Parliament of Moldova. S/he will:

  • Review existing documentation related to the IT infrastructure of Parliament: internal IT policies, procedures, and system descriptions (if available); previous assessments, digital transformation documents, or ICT strategies; relevant Moldovan public sector regulations and procurement requirements.
  • Hold interviews or working meetings with Parliament’s IT Directorate, administrative staff, and other relevant stakeholders.
  • Identify key needs, challenges, risks, and priorities to be reflected in the audit.
  • Define the scope of the IT Audit, including but not limited to: IT governance and institutional arrangements; network infrastructure, data centres, server architecture; workstations, equipment lifecycle management; software environment, licensing, information systems used; cybersecurity posture and vulnerabilities, including penetration tests; business continuity, disaster recovery, backup systems; access control, identity and authentication; data protection and regulatory compliance; cloud usage and modernization readiness; IT procurement processes, documentation standards, and workflows.
  • Propose audit methodology and technical requirements, including: recommended audit approach and tools; data collection and verification mechanisms; on-site vs. off-site work expectations; requirements for testing, sampling, and system analysis
  • Develop Terms of Reference and accompanying technical package for the IT Audit; present and validate the draft Terms of Reference and technical package to Parliament and the PADEM team.
  • Deliver a final, endorsed Terms of Reference and technical package of documents ready for launch in a procurement procedure.

 

Expected competences and experience:

  • Advanced university degree in computer science, IT or a related field;
  • Proven familiarity with the IT infrastructure of Parliament of Moldova and other Moldovan public institutions. 
  • At least 10 years of experience in IT systems, network infrastructure, cybersecurity, and/or IT audit, in the Republic of Moldova;
  • Demonstrated experience developing Terms of Reference or technical specifications for IT audits or IT infrastructure projects;
  • Proven familiarity with ICT governance in Moldovan public institutions;
  • Excellent analytical, writing and synthesis skills;
  • Excellent communication and presentation skills;
  • Native-level fluency in Romanian and Russian, and an excellent command of English (for drafting the commissioned ToR and technical package).

 

Specific professional experience:

  • At least 10 years of experience in IT systems, network infrastructure, cybersecurity, and/or IT audit, in the Republic of Moldova;
  • Demonstrated experience developing Terms of Reference or technical specifications for IT audits or IT infrastructure projects.
  • Sound knowledge of public administration environments in Moldova.
  • Proven ability to communicate complex technical concepts to non-technical stakeholders.
  • Experience working with Swiss-funded, EU-funded, or international development projects.
  • Understanding of Swiss cooperation principles (good governance, transparency, sustainability).

 

The position is based in Chisinau, Moldova. It is a short-term contract of up to 10 working days until April 2026
