Job description

In the frame a tender fort he aformentionned propject, Ginger SOFRECO is looking for a Urban development specialist/ team leader for an 6 months input (in 2026 and 2027)

The assignment will deliver two key outputs: Output A: Project design and due diligence for the Cambodia Tourism Infrastructure for Inclusive Resilient Growth Tourism; and Output B: Tonle Sap Sustainable Tourism Investment and Master Plan (STIMP).

Tasks as Team leader:

-Manage team activities and works progress; liaise with, and report to, ADB and other stakeholders
-Lead the preparation of reports, and assume responsibility for deliverables; ensure the overall quality of all outputs relating to the review, planning, design and document preparation
-Lead the comprehensive review of existing documents and establish an information database including existing planning standards, population projections, demand forecasts, design criteria and unit costs and shall prepare recommendations for updating as necessary
-Schedule and prioritize the critical surveys, such as additional specialized studies/assessments to supplement economic analysis and/or safeguards  including coordinating the request for quotations and submitting the proposed surveys for ADB approval

Tasks as Urban development specialist:

-Provide appropriate solutions for rural and urban roads and piers, urban sanitation and waste management, flood protection, and roads and bridges
-Prepare engineering designs and cost estimates; identify and cost equipment needs; advise on contract packaging; prepare recommendations for O&M and institutional reforms to ensure sustainability of project facilities; and provide inputs to the PAM.

Qualifications

-Postgraduate degree in urban planning
-At least 15 years experience in designing and implementing urban infrastructure projects
-Demonstrated and extensive experience in project management
-Experience in Southeast Asia DMCs required
-Experience in policy and strategy review and development and in providing policy advice
-Experience in facilitating consultations with a variety of stakeholders (government, private sector, etc.)
-Experience in tourism projects is preferred and an advantage
-Experience working with ADB and other MFIs is an advantage.
