Position Title: Field Team Leader

Department: Monitoring, Evaluation, Research, and Learning

Location: Kyiv, Ukraine with regional travel across EUR/ACE countries

Report To: IBTCI Project Director/Task Order Manager

Type: Long-term (Full-time)

Overview: IBTCI is seeking a Field Team Leader to provide in-country leadership for a large-scale MEL support contract for the U.S. Department of State (EUR/ACE). The position will lead field-based MEL operations, ensure alignment with DoS priorities, and oversee delivery of both project-level and meta-level MEL services in complex and conflict-affected environments. The Field Team Leader will serve as the primary in-country technical and operational lead, ensuring that MEL systems generate outcome-based evidence that supports accountability, return on investment, and alignment with U.S. national security and foreign policy priorities.

General Duties and Responsibilities:

The Field Team Leader will:

  • Lead in-country implementation of MEL systems across Ukraine and assigned regions.
  • Provide strategic leadership for project-level monitoring and evaluation activities.
  • Lead and oversee implementation of both project-level and meta-level MEL systems, ensuring integration of data across projects, sectors, and countries to support portfolio-level analysis and strategic decision-making.
  • Coordinate MEL site visits, Data Quality Assessments (DQAs), and partner engagement.
  • Oversee MEL Specialists and field teams across multiple countries.
  • Oversee data collection processes, including quarterly data calls, and ensure timely input, validation, and use of data within the EUR/ACE SPARK (Salesforce) system.
  • Serve as primary interface with U.S. Embassy ACOORD teams, implementing partners, and EUR/ACE leadership to ensure alignment of MEL activities with strategic priorities and reporting requirements.
  • Ensure compliance with DoS MEL policies (18 FAM 301.4) and security requirements.
  • Contribute to strategic learning, adaptive management, and evidence-based decision-making.
  • Translate MEL findings into clear, policy-relevant insights, including briefs, dashboards, and presentations tailored to technical and non-technical audiences.
  • Oversee preparation of portfolio-level reports, annual summaries, and inputs for Program Performance Reports (PPRs), APRs, and Congressional or oversight data requests (e.g., OIG, GAO).
  • Ensure quality, timeliness, and utilization of all MEL deliverables.

Minimum Education/Experience:

  • Master’s degree in international development, public policy, economics, or related field.
  • Minimum 15 years of experience in foreign assistance programs, including MEL, project design, and performance management in multi-country settings
  • Demonstrated experience leading MEL programs in conflict settings.
  • Experience managing multi-country multi-sector portfolios.
  • Demonstrated experience working with U.S. Government agencies, preferably the Department of State or similar foreign assistance programs.
  • Demonstrated sectoral expertise across one or more EUR/ACE priority sectors, including security sector assistance (e.g., law enforcement, border security, counter-narcotics, counter-terrorism), economic growth and trade, energy and critical minerals, democracy and governance, public diplomacy, agriculture, or humanitarian assistance.
  • Proven leadership and team management experience.
  • Active Secret security clearance required prior to contract performance.
  • Experience in Ukraine.
  • U.S. Citizenship required.

Preferred Experience:

  • Experience working with Department of State MEL systems, data management platforms (e.g., Salesforce/SPARK) and data visualization tools.
  • Experience in the countries of Central Asia, Eurasia, Balkans, or Greenland.
  • Experience with cost-effectiveness, or return-on-investment (ROI) analysis.
  • Strong stakeholder engagement experience with embassies and interagency actors.

Work environment: The position is based in Kyiv, Ukraine, with responsibility for technical oversight across regional MEL teams.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility: This position has supervisory responsibilities (includes oversight of multidisciplinary MEL teams).

Travel: In-country and regional travel required.

Pay Transparency Statement: We are dedicated to ensuring a thoughtful, compliant, and equitable approach to employment compensation. Our commitment includes conducting a comprehensive salary analysis that considers individual skill sets, qualifications, business needs, internal compensation data, and industry and labor market surveys. The anticipated pay range for this position is $134,000 - $180,000 USD annually.
