The assignment covers a 12-month technical assistance to support the strengthening of accountability and monitoring mechanisms for urban public services in Ghana through participatory, communication and digital tools. The work will be implemented across the different phases foreseen in the ToR, including:
(i) assessment of existing monitoring and accountability systems;
(ii) co-design of participatory monitoring and communication mechanisms;
(iii) piloting, testing and inter-city learning; and
(iv) support to digitalisation, capacity building and institutional uptake.
The proposed team should therefore combine expertise in urban governance, participatory monitoring, citizen engagement, e-governance, data and monitoring systems, and institutional capacity building, while ensuring the ability to work closely with local governments, civil society actors and other stakeholders. Given the multi-dimensional nature of the assignment, the team is expected to provide both strategic guidance and hands-on technical support, with solutions that are realistic, user-centred and adapted to local institutional capacities.
Digital Solutions / E-Governance Expert
- 8 years of experience in designing or adapting simple digital tools for public sector monitoring, citizen feedback or service delivery;
- Strong understanding of usability, interoperability and sustainability issues in low-resource contexts;
- Experience working with local governments on digitalisation of monitoring or accountability processes;
- Capacity to translate governance and accountability needs into functional and pragmatic digital solutions.
- Digital expertise is expected to focus on appropriate, scalable and user-centred solutions, rather than complex IT system development.
