Master’s degree or equivalent in Information Technology, Computer Science, Software Engineering, or related fields.
At least 10–15 years of experience in the design, development, adaptation, and management of digital platforms, preferably in the context of e-learning, capacity-building programs, or digital service delivery.
Demonstrated experience working with or managing Learning Management Systems (LMS) or similar platforms, including user management, content integration, and performance tracking.
Experience in implementing digital solutions in low-connectivity environments, including mobile-first and low-bandwidth optimization, is required.
Experience working with international development programs and government counterparts is an advantage.
Experience in Sub-Saharan Africa is preferred; experience in Mozambique is an advantage.
Proven ability to design and oversee digital platforms that support large-scale user engagement (1,000+ users), including performance monitoring and user analytics.
Strong understanding of LMS functionalities, including content management (e.g. SCORM/xAPI), learner tracking, and automated engagement tools.
Experience ensuring platform scalability, stability, and usability across different devices and connectivity conditions.
Ability to define and implement user access structures, data management protocols, and basic data protection standards.
Experience supporting platform testing, troubleshooting, and continuous improvement based on user feedback and analytics.
Capacity to document system architecture, functionalities, and processes, and to support platform handover and knowledge transfer to client institutions.
Strong coordination skills to work closely with training, M&E, and operations teams to ensure integration between content, users, and data systems.
