Overview: IBTCI is seeking a Team Member for a Third-Party Monitoring (TPM) project to support the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) in overseeing the implementation of six multi-sectoral projects and emergency interventions funded by the Government of Japan (GoJ). These projects, with a combined funding allocation exceeding USD 34 million, deliver critical humanitarian and development services—including healthcare, education, psychosocial support, and livelihood assistance—across UNRWA’s areas of operation in Jordan, Lebanon, Syria, Gaza, and the West Bank. The TPM assignment is designed to provide objective verification of project implementation against approved plans, assess beneficiary satisfaction, and ensure that resources are utilized efficiently, transparently, and in accordance with donor agreements. Through a structured mixed-method monitoring approach, including document review, stakeholder engagement, and field verification, the TPM contractor will generate interim and final monitoring reports to inform UNRWA management and the Japan–UNRWA Programme Board, thereby strengthening accountability, performance oversight, and evidence-based decision-making throughout the project lifecycle.

This contract is envisioned to run from July 2026 – March 2027 with level of effort estimated up to 95 days.

This position is contingent upon award.

Essential Duties/Tasks and Responsibilities:

Team Members support the implementation of the Third-Party Monitoring (TPM) assignment by conducting data collection, analysis, and field monitoring activities using mixed-method approaches to ensure reliable and evidence-based findings. They contribute to the preparation of monitoring reports and deliverables while engaging stakeholders and maintaining data quality, adherence to methodology, and compliance with confidentiality and humanitarian standards.

Key responsibilities include:

  • Support the design and implementation of the Third-Party Monitoring (TPM) framework
  • Conduct data collection activities using mixed-method approaches
  • Assist in the compilation, cleaning, validation, and analysis of qualitative and quantitative data
  • Participate in field monitoring missions
  • Contribute to the preparation of monitoring deliverables
  • Support stakeholder engagement and information gathering to assess project implementation progress, quality of service delivery, and beneficiary satisfaction
  • Ensure data quality and integrity
  • Adhere to agreed monitoring protocols, confidentiality requirements, and humanitarian principles

Required Knowledge, Skills and Abilities:

  • Ability to effectively interact with clients and stakeholders
  • Strong writing skills in English necessary to draft high quality reports
  • Excellent communication skills

Minimum Requirements:

  • Minimum seven (7) years of professional experience in monitoring and evaluation of humanitarian and/or international development programs.
  • Demonstrated experience supporting data collection, review, and monitoring of programs, including those involving financial flows, procurement, or service delivery verification.
  • Experience applying mixed-method approaches (qualitative and quantitative), including surveys, interviews, and document reviews.
  • Experience contributing to monitoring or evaluation reports, including drafting analytical sections and synthesizing findings.
  • Strong communication, analytical, and writing skills in English, with the ability to support high-quality technical reporting.

Preferred Experience:

  • Experience supporting Third-Party Monitoring (TPM) or similar independent monitoring assignments in humanitarian or development settings.
  • Prior experience working in the Middle East region or in similar humanitarian and/or conflict-affected operational environments.
  • Experience developing or applying monitoring tools, frameworks, or data collection instruments for project oversight.
  • Familiarity with knowledge management systems, monitoring databases, or results-based monitoring platforms.
  • Professional proficiency in Arabic and/or Japanese considered an asset.

Education: Master’s degree from an accredited institution in Monitoring & Evaluation, Economics, Finance, or a related discipline; a Bachelor’s degree with additional relevant experience may be considered.

Working Environment: Work is typically performed in an office environment, with some time spent in the field.

Supervisory Responsibility: This position has supervisory responsibilities of a team of individuals and subcontractors.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Travel: International travel may be required.
