KE 3: Digital Systems and Data Expert - 268/642/025/DA - m/f

EU funded project called "Technical Assistance to ECOWAS in Transport Governance in the West Africa under NDICI"

The objective of this project is to promote sustainable, smart, resilient and safe mobility to strengthen land, air and water transport regulatory frameworks in the ECOWAS region.

The Key Expert 3 will be a long-term position with 440 working days over the 48-month contract duration.
Duty station: Key Expert 3 will primarily be based in Abuja, Nigeria, with regular missions supporting corridor observatories, digital platforms, and road safety systems in ECOWAS and West Africa Member States.

Requirements that must be met to qualify for this position:

 Qualifications and skills
-A university degree in information technology, data analytics, computer science, AI or a related field.
-Desirable, a post-graduate degree (Master’s level or equivalent) is an added advantage.
-Fluency in English or French, with at least good working knowledge of the other language being an asset.
-Strong skills in the design, development, and management of digital information systems and data platforms.

General professional experience
-At least 15 years of professional experience in digital systems, information management, data analytics, or related fields.
-Experience working in or with developing countries.

Specific professional experience
-At least 5 years of experience in developing and managing digital platforms, databases, or observatories in the fields of transport, logistics, infrastructure, or regional integration

-Experience with data standards, interoperability, and data governance frameworks is an asset.
-Experience in applying digital tools for monitoring corridor performance, road safety, or logistics flows will be considered an advantage.
