Industry: Major Infrastructure & Aviation Project
Location: Central Asia
On behalf of an international consortium delivering a major greenfield international airport project, we are seeking an experienced Utility, Infrastructure and HT Manager to act as the Owner-side technical authority for all off-site and on-site utility infrastructure and high-tension (HT) power systems.
In this pivotal role, you will secure and govern the airport's connections to national and municipal utility networks (power, water, gas, telecommunications, drainage), lead the design, procurement, and commissioning of HT substations and distribution infrastructure, and manage utility diversions. You will interface directly with the EPC Contractor, PMC, utility authorities, and governmental bodies to ensure utility systems support both construction activities and Day-1 operational readiness by 2030.
Utility & Infrastructure Master Planning:
Develop and own the Utility & Infrastructure Master Plan covering power, water, gas, telecommunications, and drainage requirements across construction and operations.
HT Power & Substation Delivery:
Lead the design, procurement, and commissioning of HT substations, switchgear, and power distribution infrastructure.
Secure grid connection agreements and capacity allocations with the national grid operator and manage energisation processes.
Witness and sign off Factory Acceptance Tests (FAT) and Site Acceptance Tests (SAT) for HT equipment.
Utility Authority Liaison & Connections:
Act as the primary point of contact with national and municipal utility providers.
Manage the submission and tracking of utility connection applications, permits, and approvals to prevent project delays.
Utility Diversion & Relocation:
Identify existing utilities within the footprint requiring diversion and manage the diversion design and delivery process ahead of critical construction milestones.
Interface Management & Technical Coordination (Owner-Side):
Govern technical interfaces between utility/HT infrastructure and other disciplines (airport special systems, BMS, civil/structural works).
Review EPC Contractor designs, drawings, and specifications for compliance with Employer's Requirements and technical standards.
Education: Bachelor’s degree in Electrical Engineering, Power Engineering, Civil/Infrastructure Engineering, or a related discipline. Professional engineering chartership/accreditation is an advantage.
Experience:
Minimum 10–12 years in utilities, infrastructure, or HT electrical engineering and coordination on large-scale infrastructure, energy, or major construction projects.
Proven track record in delivering HT substations, switchgear, grid connections, and power distribution from design through commissioning.
Hands-on experience coordinating multi-utility works (power, water, gas, telecom, drainage), including diversion and connection processes with utility providers.
Demonstrated Owner-side governance experience managing EPC or Design-Build contractors.
Languages:
Fluent English is required.
Proficiency in Russian or local regional languages is an advantage.
Desirable:
Prior utility/HT infrastructure delivery on a greenfield airport or major transport hub project.
Familiarity with regional utility regulatory and grid connection processes.
