PPP and Institutional Specialist (International Key Expert, I-4)
Irrigated Agriculture Improvement Project – Additional Financing (IAIP-AF), Cambodia
Yooshin Engineering Corporation is seeking an experienced PPP and Institutional Specialist to join its proposed team for the Feasibility Study and Detailed Design (RFP No. CS10-AF) for the Ministry of Water Resources and Meteorology (MOWRAM), Kingdom of Cambodia. The project is financed by the Asian Development Bank (Loan-4545 CAM).
This position is subject to contract award. Candidates will be included in a proposal to be submitted in October 2026.
Key responsibilities
- Engage with stakeholders to identify key issues and opportunities for improving irrigation management systems, at project and subproject level
- Assess the financing needed for operation, maintenance and management (OMM) of the subprojects and how effective cost recovery can be achieved
- Review current management arrangements for subproject OMM
- Design and implement a market assessment study of PPP options for the construction, operation and management of the subproject systems, including consultations with the private sector and a comparative assessment of potential service providers
- Support the Team Leader and other experts in designing institutional management and PPP arrangements, suitable procurement contracts and the necessary institutional linkages
- Work with the SCADA / smart control specialist to consider the role of the private sector in the design, implementation and OMM of the control system
Required qualifications and experience
- Degree in law, finance or a similar field (Master's degree preferred)
- At least 8 years of experience in planning and implementing PPP transactions, including at least 5 years in the water sector
- Experience integrating PPP with government and water user institutionsFluency in English (all documents and correspondence are in English)

Location: Phnom Penh, Cambodia (at MOWRAM)
Expected start date: 15 February 2027
Assignment duration: 12 months overall; estimated input for this position is 3 person-months
