Feasibility Study and PPP Structuring of a Smart and Sustainable Industrial Development Hub
We are seeking a Team Leader to join a consulting firm’s proposal for an international consultancy assignment in Angola.
The assignment consists of preparing an integrated technical, economic, financial, legal, environmental and social feasibility study for a smart and sustainable industrial development hub, and structuring it for implementation under a concession or public-private partnership (PPP) model. The work is organised in three phases: (1) sectoral strategy, investor demand, infrastructure diagnosis and pre-feasibility; (2) institutional design and analysis of PPP options; and (3) implementation framework, legal and governance instruments, environmental and social instruments and procurement preparation. The assignment is expected to last 7 months, starting in January 2027.
Position
KE1 – Team Leader (Key Expert). Estimated input: 7 person-months.
Main responsibilities
- Leading and coordinating a multidisciplinary team of legal, financial, economic, technical, environmental, social, resettlement and occupational health and safety experts.
- Acting as the main counterpart to the client and ensuring timely, high-quality delivery of all reports.
- Ensuring methodological coherence across the three phases, so that strategy, market, technical, financial and institutional findings feed into each other.
- Steering the sectoral and industrial development strategy, the identification of priority value chains and the quantitative assessment of investor demand.
- Overseeing the infrastructure gap analysis, the conceptual master plan and the phased development and investment plan.
- Leading the design and comparative assessment of institutional and PPP models (e.g. SPVs, developer-led PPPs, performance-based management contracts) and the recommendation of the preferred model.
- Ensuring the integration of environmental and social requirements, climate resilience and smart and digital solutions into the hub’s design and contractual structure.
- Leading stakeholder consultations and validation workshops with ministries, provincial authorities, the private sector, utilities and community representatives.
- Supervising the preparation of the implementation roadmap, governance instruments, draft tender documents and the monitoring and evaluation framework.
- Providing working-level capacity building to the client’s counterpart teams.
