Description

CAO-014-26-KE6-Technical Specialist

Feasibility Study and PPP Structuring of a Smart and Sustainable Industrial Development Hub

We are seeking a Technical Specialist to join a consulting firm’s proposal for an international consultancy assignment in Angola.

The assignment consists of preparing an integrated technical, economic, financial, legal, environmental and social feasibility study for a smart and sustainable industrial development hub, and structuring it for implementation under a concession or public-private partnership (PPP) model. The technical workstream covers the infrastructure diagnosis, sizing and concept design that feed the master plan, the financial model and the PPP structure. The assignment is expected to last 7 months, starting in January 2027.

Position

KE6 – Technical Specialist (Key Expert). Estimated input: 5 person-months.

Main responsibilities

  • Assessing the adequacy, capacity and reliability of the infrastructure and services serving the hub: power, treated and raw water, wastewater, access roads and rail, telecommunications, drainage and solid waste.
  • Carrying out field inspections and interviews with utility operators and public agencies.
  • Calculating capacity and reliability margins against projected demand for each development phase, and identifying climate-related vulnerabilities.
  • Preparing technical and functional specifications, preliminary design and engineering for external connection infrastructure up to the hub boundary.
  • Defining functional requirements for internal infrastructure (roads and traffic, drainage, site grading, access control and internal utility networks).
  • Estimating investment needs for short-, medium- and long-term phases, with CAPEX and OPEX at pre-feasibility accuracy (±25%).
  • Preparing the conceptual master plan: land-use structure, access and circulation, development zones and phasing, with GIS and CAD outputs.
  • Proposing smart, digital and green infrastructure solutions for the hub.
  • Providing technical inputs to the PPP structuring, the implementation roadmap and the technical sections of tender documents.

Mandatory minimum requirements

Only candidates who clearly demonstrate compliance with all the following requirements will be considered:

  • Bachelor’s degree in Civil Engineering, Architecture or a related field.
  • At least 7 years of professional experience in infrastructure planning and engineering, including technical and market knowledge.
  • Proven experience in early-stage development and concept design.
  • Professional English, spoken and written, is mandatory.
  • Professional Portuguese, spoken and written, is mandatory.

Experience considered an asset

  • Work experience in Angola and/or Sub-Saharan Africa.
  • Master planning of industrial parks, special economic zones or logistics platforms.
  • Sizing and cost estimation of utility connections (power, water, wastewater, telecommunications) and access infrastructure.
  • Use of GIS and CAD tools for spatial planning.
  • Projects financed by multilateral development banks or structured as PPPs.

Profile sought

We are looking for an engineer or architect with solid experience in the early stages of infrastructure development, from diagnosis to concept design. The selected expert must be able to produce technical inputs that are reliable enough to support cost estimates, financial modelling and investment decisions.

Generic applications will be disregarded if they do not demonstrate specific experience in early-stage development and concept design of infrastructure.

Location and working arrangements

The assignment will combine home-office activities with field missions in Angola.

Application documents

Interested candidates must submit:

  • CV in World Bank format, in English.
  • Brief indication of availability for the assignment period (expected start: January 2027).
  • List of similar projects, indicating country, client, dates, role performed and specific relevance to the position.

CVs that are not submitted in World Bank format or that do not clearly allow verification of the mandatory minimum requirements will not be considered. Only shortlisted candidates will be contacted; no correspondence will be entered into with applicants who do not meet the requirements.
