Description

CAO-014-26-KE8-Resettlement Specialist

Feasibility Study and PPP Structuring of a Smart and Sustainable Industrial Development Hub

We are seeking a Resettlement Specialist to join a consulting firm’s proposal for an international consultancy assignment in Angola.

The assignment consists of preparing an integrated technical, economic, financial, legal, environmental and social feasibility study for a smart and sustainable industrial development hub, and structuring it for implementation under a concession or public-private partnership (PPP) model. The project area includes land used by local communities for agriculture, so the assignment includes the preparation of a Resettlement Action Plan and a Livelihood Restoration Plan. The assignment is expected to last 7 months, starting in January 2027.

Position

KE8 – Resettlement Specialist (Key Expert). Estimated input: 7 person-months.

Main responsibilities

  • Screening the risks of land acquisition, land-use restrictions and physical or economic displacement, and analysing land tenure and land-use rights in the project area.
  • Advising on site delimitation and phasing of the master plan to avoid or minimise displacement.
  • Designing and supervising the census of affected persons, the inventory of affected assets and the socioeconomic surveys, and defining the cut-off date.
  • Preparing the Resettlement Action Plan (PAR/RAP) and the Livelihood Restoration Plan (PRMS), including the eligibility and entitlement matrix, compensation and livelihood restoration measures, grievance mechanism, implementation arrangements, budget and monitoring.
  • Ensuring compliance with Angolan legislation and international standards on involuntary resettlement.
  • Organising meaningful consultation with affected persons, in coordination with the Stakeholder Engagement Plan.
  • Contributing to the ESIA, the management plans and the environmental and social compliance matrix, in close coordination with the Environmental and the Social and Gender Specialists.

Mandatory minimum requirements

Only candidates who clearly demonstrate compliance with all the following requirements will be considered:

  • Bachelor’s degree in Social Sciences or a related field, with a specialisation in resettlement.
  • At least 7 years of professional experience in social studies and resettlement studies.
  • Proven experience in the development and implementation of Resettlement Action Plans and Livelihood Restoration Plans (PAR/PRMS) in at least 3 projects funded by multilateral development banks.
  • Professional English, spoken and written, is mandatory.
  • Professional Portuguese, spoken and written, is mandatory.

Experience considered an asset

  • Work experience in Angola and/or Sub-Saharan Africa.
  • Economic displacement of farming communities and livelihood restoration programmes.
  • Resettlement planning for industrial, logistics or large infrastructure projects.
  • Application of international resettlement standards (e.g. World Bank ESS5, IFC Performance Standard 5).
  • Use of GIS for census and asset inventory work.

Profile sought

We are looking for a resettlement specialist with a track record of RAPs that have actually been implemented, not only drafted. The selected expert must be able to lead census and asset inventory work in the field and build realistic, consulted entitlement and livelihood restoration measures.

Generic applications will be disregarded if they do not demonstrate specific experience in preparing and implementing Resettlement Action Plans.

Location and working arrangements

The assignment will combine home-office activities with field missions in Angola.

Application documents

Interested candidates must submit:

  • CV in World Bank format, in English.
  • Brief indication of availability for the assignment period (expected start: January 2027).
  • List of similar projects, indicating country, client, dates, role performed and specific relevance to the position.

CVs that are not submitted in World Bank format or that do not clearly allow verification of the mandatory minimum requirements will not be considered. Only shortlisted candidates will be contacted; no correspondence will be entered into with applicants who do not meet the requirements.
