Description

DCO is strengthening its in-house capacity to maintain and improve practical digital tools used across the Resident Coordinator System. This role provides an opportunity to contribute to low-code and coded solution development, workflow automation, data analytics, UNINFO-related data integration, geospatial analysis, and testing of applied AI solutions, including retrieval-augmented generation, AI-enabled analytical tools, and user-centred digital solutions while working under the guidance of experienced developers and data specialists, under appropriate and responsible AI standards.

UNOPS has signed an agreement with the United Nations to implement defined activities in support of the Development Coordination Office (DCO).

The United Nations Development Coordination Office (DCO) supports the UN Resident Coordinator System globally, providing oversight, guidance and operational services to drive coordinated development results across 162 countries and territories.

In its Resolution A/RES/72/279, the United Nations General Assembly endorsed the transformation of the UN Development Coordination Office (UNDCO) as a stand-alone coordination office within the United Nations Secretariat. DCO assumed managerial and oversight functions of the resident coordinator system under the collective ownership of the members of the United Nations Sustainable Development Group (UNSDG). Under the UN development system reform, a reinvigorated RC system has been rolled out since 2019 and has created new frameworks, instruments, tools and platforms to support the RC system and enhance accountability and transparency.

To improve development coordination, facilitate data harmonization and demonstrate the UNSDG’s contribution to Agenda 2030, DCO established the online UN INFO system. UN INFO enables users to manage the data for a standard results framework based upon the UN Sustainable Development Cooperation Framework guidance. Accurate data management and analysis of information within UN INFO is critical for accountability and transparency on the work and results of the UN development system and of the RC system.  UNINFO is also the main system for the UNCTs in their active engagement on the Efficiencies agenda, which enables cost effective sharing and use of resources within each country's context.

The ICT Analyst will support the Data, Digital and Innovation team in developing, maintaining and improving practical digital products, data services and analytical tools. The role will include low-code and coded solution development, workflow automation, data preparation and integration, reporting, visualization, geospatial analysis and applied AI prototypes that respond to agreed operational and analytical needs. This does not include complex software architecture or infrastructure ownership.

The incumbent will help translate business requirements into prototypes and working solutions; prepare, clean, validate, integrate and analyze data; develop dashboards, reports, and mapping products; test changes; maintain documentation; and support users and business focal points.

The incumbent may also contribute to AI-enabled analytical tools, retrieval-augmented generation solutions, intelligent assistants, reusable automation components, API-enabled integrations and information-analysis workflows. Complex architecture, security, production infrastructure, enterprise integration and DevOps decisions will be addressed in collaboration with senior team members and relevant technical owners.

The incumbent will work remotely with developers, data specialists and business focal points based in New York and across UN Resident Coordinator Offices, participating in regular team meetings, sprint activities and knowledge-sharing sessions.

The main technologies include Microsoft Power BI, Power Apps, Power Automate, SharePoint or Dataverse, SQL, Python, Git, ArcGIS or QGIS, APIs, relational data platforms, and selected Azure or AI-enabled services.

Work may also involve retrieval-augmented generation, prompt engineering, automated testing, data pipelines, and responsible evaluation of AI-generated outputs.

Familiarity with every technology is not expected at entry; the incumbent should demonstrate sound analytical and problem-solving skills, attention to detail and the ability to learn and apply new tools.

The ICT Analyst will work under the supervision of the ICT Specialist - Reporting.

The incumbent of this position will be personnel of UNOPS under its full responsibility.

The incumbent will support the delivery and maintenance of low-code digital solutions and data analytics products as part of the DCO development team. Work will be carried out under agreed standards and with guidance from senior technical colleagues. Key functions include:

  • Digital solution development and automation: Configure, develop and enhance forms, applications, analytical tools and workflow automations using approved low-code platforms and, where appropriate, coded components. Apply reusable development patterns, version control and agreed technical standards.
  • Data preparation and management: Collect, clean, transform, reconcile, validate and organize structured data for reporting, analysis and operational use. Support repeatable ETL processes, data pipelines, data models, taxonomies, metadata and data-quality controls.
  • Data analysis and visualization: Produce clear analyses, dashboards, reports and interactive visualizations that respond to agreed business and decision-making needs, including rapid and ad hoc analytical requests.
  • UNINFO data and integration support: Contribute to UNINFO data analysis, reporting, quality assurance and the development of AI-ready data structures. Support API-led data exchange and integration between UNINFO and other authorized enterprise data sources, under agreed security, governance and architectural standards.
  • Requirements and process mapping: Support consultations with business focal points, document user needs and map existing processes to identify opportunities for simplification or automation.
  • Testing and quality assurance: Define or support acceptance criteria; prepare and execute test cases; validate data, integrations and outputs; document defects; and contribute to automated testing, code or configuration review, and responsible-AI quality checks.
  • Technical maintenance and solution support: Investigate application, automation and data-quality issues; resolve routine technical problems related to solutions maintained by the team; and escalate complex incidents or service-desk matters to senior team members.
  • Documentation and knowledge sharing: Maintain user guides, data definitions, process notes and technical documentation, and support demonstrations or training sessions.
  • Team collaboration: Participate in sprint planning, stand-ups, reviews, code or configuration reviews and other agile team activities.
  • AI-enabled solution development: Support the design, prototyping, testing and improvement of AI-enabled analytical tools, retrieval-augmented generation solutions, intelligent assistants and agentic or automated workflows. Contribute to prompt design or testing, source grounding, output evaluation, quality assurance and responsible-AI controls under the guidance of senior technical colleagues.
  • Information analysis and verification: Support structured analysis of authorized open-source and organizational information, including source assessment, classification, pattern identification and verification, in accordance with applicable information-security, data-protection and ethical requirements. This in support of corporate reporting needs.
  • Continuous improvement: Keep skills current in low-code development, data analytics, accessibility, data protection and responsible use of AI. Apply this learning progressively under appropriate technical guidance.
