Commission provides additional €3 billion for the implementation of the Pact on Migration and Asylum and to host refugees from Ukraine

The Commission has adopted a decision to provide an additional €3 billion to support Member States with the implementation of the Pact on Migration and Asylum and to host refugees from Ukraine.

President von der Leyen announced this extra support in the press conference with Chancellor Merz.

The additional funding comes from the revision of the current Multiannual Financial Framework (MFF €1.8 billion) and from a top-up to the Asylum Migration and Integration Fund (AMIF) and Border Management and Visa Instrument (BMVI €1.2 billion). It comes in addition to almost €11 billion already allocated for migration and border management under AMIF and BMVI from 2025 to 2027, and of the €450 million allocated to Member States hosting beneficiaries of temporary protection from Ukraine since 2022. Member States will be able to use this additional financial support until the end of 2027 for the implementation of the Pact (AMIF and BMVI) and for hosting people fleeing Russia’s war of aggression against Ukraine (AMIF).

” When it comes to migration management, we are supporting Member States along the way. These 3 billion come at a crucial time when preparations to implement the Pact on Migration and Asylum advance at full speed, and EU solidarity with Ukraine prevails steadfast, ” Henna Virkkunen, Executive Vice-President for Tech Sovereignty, Security and Democracy.

Each Member State will be allocated a specific amount in line with a set of eligibility criteria. Member States will need to amend their existing national programmes by the end of 2025 to accommodate this additional funding. The Commission is already in close contact with the Member States to provide necessary support

”We need to be ready for the application of the Pact on Migration and Asylum, in June next year, a key milestone for the EU. I am happy that today the EU is providing an additional substantial support to help Member States getting ready for the Pact, and hosting and providing protection to refugees from Ukraine, ”Magnus Brunner, Commissioner for Internal Affairs and Migration.
