The Asian Development Bank (ADB) has approved a new Strategic Human Resource Framework aimed at building a more agile, inclusive, and high-performing workforce to meet Asia and the Pacific’s evolving development challenges, the Bank announced. The framework introduces a modern approach to talent management designed to attract global expertise, nurture careers within ADB, and create a fair and supportive workplace for all staff.
“From the moment someone applies to join ADB until the end of their career with us, our goal is to provide care, support, and opportunity,” said ADB President Masato Kanda. “Our people are our most important asset. This framework ensures ADB remains an organization that values growth, well-being, and meaningful impact—one that appeals to the best talent worldwide.”
Structured around seven stages of the staff journey—from workforce planning and recruitment to development and exit—the framework focuses on learning, mobility, flexibility, and collaboration. It encourages career growth through continuous learning and talent exchange between ADB’s headquarters and its field offices, fostering a workforce with both deep institutional expertise and broad regional insights.
Another cornerstone of the new approach is creating a respectful, transparent, and diverse workplace culture. The framework highlights open performance management, equitable recognition of contributions, and stronger links between individual achievements and the Bank’s broader development goals. Health and well-being—both physical and mental—are also central to sustaining staff motivation and long-term productivity.
The Budget, People, and Management Systems Department will lead the rollout, tracking key indicators such as staff experience, learning access, and recruitment timeliness to ensure measurable progress. With this initiative, ADB aims to strengthen its internal capacity, support its employees’ professional fulfillment, and reinforce its mission to create a prosperous, inclusive, and resilient Asia-Pacific region.
