The Board of Executive Directors of the Inter-American Development Bank (IDB) approved $16.1 million in financing to assess the potential development of rare earths in the Ávila Mining Fiscal Reserve (RFMA) in the Dominican Republic, according to a press release issued on October 16, 2026 from Washington. The operation will fund a comprehensive set of technical, environmental, social, economic, financial, legal, and infrastructure studies. These studies will be used to prepare a prefeasibility study of the RFMA rare earths deposit. The initiative aims to clarify the viability of the resource and the strength of the country’s institutional management capacities. It represents a structured effort to transform geological indications into informed strategic decisions.
The program forms part of the IDB Group’s regional initiative América en el Centro, which promotes sustainable development, resilience, and integration in Central America, Panama, and the Dominican Republic. It is also aligned with IDB LAC Minerals, which seeks to transform the region’s mineral wealth into sustainable growth. That alignment prioritizes secure and responsible value chains across Latin America and the Caribbean. The Dominican Republic’s rare earths assessment fits within this broader regional framework. Both initiatives provide the strategic backdrop for the newly approved operation.
The presence of relevant geological indications and the strategic importance of rare earths present an opportunity that requires rigorous assessment. Determining the deposit’s viability and its potential contribution to the economy and public revenues will require a deeper understanding of the resource. It will also demand stronger institutional capacity to assess and manage projects of this nature. The operation will therefore strengthen the government’s institutional capacity to generate technical information. It will also help manage priority mineral resource projects.
The operation will reinforce the technical and management capacities of the Ministry of Energy and Mines (MEM) and Empresa Minera Dominicana, S.A. (EMIDOM). Both institutions will gain access to reliable and robust information to assess the deposit. This information will inform strategic decision-making regarding the RFMA. It will also support the management of mineral resource projects in accordance with international standards. The dual institutional focus underscores the program’s governance dimension.
The program will additionally strengthen environmental and social safeguards tied to the project. It will promote a development model that combines responsible mining with sustainability and environmental stewardship. Through these measures, the Dominican Republic seeks to align resource assessment with internationally recognized practices. The IDB’s support provides the financial and technical foundation for this effort. The approved operation sets the stage for a thorough evaluation of the RFMA rare earths deposit.
