The Government of the Republic of Angola (GoA) received financing from the International Bank of Reconstruction and Development (IBRD) and co-financing from the French Development Agency (AFD) towards the cost of the Electricity Sector Improvement and Access Project (ESIAP), and intends to apply part of the proceeds for consulting services.

As part of the ESIAP Electricity Service Improvement Component, the Project Coordination Unit (PCU) intends to engage the services of an Owner's Engineer firm to prepare the design, prepare bidding documents to contract the EPC for the construction of the National Control Center (main and backup),  Market Operator and supporting offices, installation of SCADA System, Upgrade of local substation automation systems and installation of meters at border points.

The Owner's Engineer will carry-out, among other, the following tasks:

1. Support RNT in the selection of the project site;

2. Preparation of preliminary design concepts for the construction of the buildings for the National

Control Centre (primary and backup);

3. Environmental and Social Assessments;

4. Specifications for the telecommunication network and the Advanced Metering Infrastructure;

5. Preparation of Bidding Documents and assistance during the procurement process.

The contract duration is ten (10) months from the date of commencement of the services - including the reporting deadlines for the separate phases, the validation workshops - and audit period of the assignment. The Consulting firm must demonstrate a minimum of 10 years’ experience in preparing similar assignments. Experience in project management and design of SCADA/EMS Systems will be considered an add-value.

The Project Coordination Unit of the Electricity Sector Improvement and Access Project (ESIAP) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers, November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

Consultants are strongly advised to limit their Expression of Interest to 30 pages. Company brochures may be included as attachments and will not be affected by the 30-page limitation. A Consultant will be selected in accordance with the procedures set out in World Bank’s Guidelines: World Bank Procurement Regulations for IPF Borrowers”, dated November 2020 “Quality- and Cost-Based Selection (QCBS) method”.
