The Republic of Vanuatu (RoV) has received financing from the World Bank toward the cost of the Vanuatu Climate Resilient Transport Project, and intends to apply part of the proceeds for consulting services under this request for expression of interest.

The Ministry of Infrastructure and Public Utilities (MIPU) is now seeking an individual consultant to provide services as a  Deputy Head of the Project Implementation Unit (PIU) to assist MIPU manage and implement contractual and technical aspects of VCRTP covering services, works and goods financed under  the credit for VCRTP in an efficient and effective way in line with the Project Operations Manual (POM) or similar approved guidance documents. The position will report to the PIU Head.

The consulting services are expected to be provided over a 24 month period on a full time basis and the Individual Consultant will be based in Port Vila, Vanuatu for the entire period of the services and frequently travel to Santo upon request by the PIU Head. Specifically, the Deputy Head of the Project Implementation Unit (PIU) will assist MIPU with the following tasks:

  • Continually  support Head PIU to follow up with Project Support Team (PST) Team Leader to ensure that the overall technical and financial  progress of all VCRTP inputs are progressing as per approved plans and objectives
  • As directed by Head PIU liaise with PST Team Leader to ensure that contract management reporting, filing and progress development are proceeding as per expectations.
  • Advise the Head PIU on any matter that may affect the progress of the VCRRTP components from a contractual and technical perspective and recommend remedial measures
  • Support Head PIU in reviewing various technical and strategic deliverables on VCRTP and summarize the key information with recommendations on suggested courses of action.
  • Advise Head PIU on matters relating to works and services contract progress and identify early on issues that may relate to contract progress falling behind schedule.
  • Assist the Head PIU in drafting any reports, preparing technical presentations or communication relating to the VCRTP progress
  • Support technically any training and capacity building requirements for MIPU staff attached to the VCRTP project components
  • To  the extent as delegated by Head PIU  implement any  required actions needed to address performance of VCRTP.
  • Coordinate among and with all project stakeholders; and
  • Prepare project reports as required under the project Financing Agreement and as requested by the Government.
  • Provide hands on technical support and monitoring on project management (supervision phase) and climate resilient road asset management system (for technical assistance activities).
  1. MIPU now invites eligible individuals or consulting firms who can provide a suitable person on an individual basis to indicate their interest in providing the Services. Interested Consultants should provide information in the form of a curriculum vitae demonstrating that they have the required qualifications and relevant experience to perform the Services.The shortlisting criteria are:
  • Bachelors Degree in engineering, procurement, finance, business, economics or project management or similar qualification from a recognized institution is a minimum requirement
  • At least 15 years of working experience in the transport sector (with focus on road and bridge infrastructure) planning, design and management .
  • Membership of the Professional Affiliations with a recognized institution is a plus.
  • At least 5 years of experience in contract and project management of infrastructure projects, supervision of road projects and management of technical assistance preferably projects funded by the World Bank or other international development agencies.
  • At least 3 years of experience in similar projects in developing countries, preferably in the Pacific region or similar countries.
  • Selection process  will be undertaken in line with the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition November 2020 (“Procurement Regulations”) for open competitive selection. The most qualified and experienced respondent to this request for expressions of interest will become the preferred candidate for a negotiated time-based contract.
