REQUEST FOR EXPRESSIONS OF INTEREST
(CONSULTING SERVICES)

Study for the Establishment of a One Stop Border Post and the Examination of Border
Procedures and Processes along the Trans-Gambia Bridge

Within the framework of the Regional Integration Strategy the African Development Bank
has committed to scaling up support for trade facilitation in Africa in order to contribute to
regional operations and integration efforts. This is guided by the Trade and Transport
Facilitation Framework (TFF). The TFF is to be pioneered in the West Africa region in the
context of the above referred to study. The scope of work for this study would include:-
(i) Analysis of both the national and regional policies governing cross border trade in
   goods, services and movement of persons between the two countries.
(ii) Analysis of both the national and regional legal and regulatory frameworks and how
    these impinge on cross border trade in goods, services and movement of persons.
(iii) Assessment and review of the current processes, procedures, work ethics and
     timeliness of service delivery at the border point at Keur Ayip and Sanoba and make
    recommendations of how improvements in addition to the following may be
   achieved:-
 Introduction of a single window at the joint border post.
 Simplification of all documentation and procedures necessary for movement of
   goods, services and persons.
 Overcoming difficulties associated with different official languages.
 Compatibility of information and communication systems and applications
   currently in use by the two countries to facilitate customs clearance.
 Coordination of services among the various border agencies and integrated
   management to improve efficiency reduce costs and time taken to economic
  operators and other border stakeholders.
 Effectiveness of providing other necessary services such as cargo scanning and
   tracking.
 Procedures and processes for handling emergencies such as border closure,
   traffic surge, slowdown in service delivery, acts of God etc.
(iv) Examination of the status of public awareness about border procedures and processes
    and make recommendations on how improvements may be made.
(v) Assessment, training and capacity building needs for border officials with emphasis
   on joint border post operations.
The AfDB invites eligible consultants to indicate their interest in providing the services
described above which shall be for duration of two (2) months from the start date which shall

be not later than November 2012. Interested consultants must provide information on their
capacity and experience indicating that they are qualified to perform the services (brochures,
description of similar assignments, experience in similar conditions, availability of appropriate
skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of
qualification.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in
accordance with the African Development Bank Group’s “Rules and Procedures for the use of
Consultants” (2008) which is available on the Bank’s website at http://www.afdb.org. The
African Development Bank Group is under no obligation to shortlist any consultant who
expresses interest.

Expressions of interest must be delivered to the address below on Friday, 5th October 2012

The African Development Bank is a regional multilateral development finance institution, established in 1963, with a mandate to further economic development and social progress of African countries, individually and collectively. 80 member countries including all the 54 African countries and 26 non-African countries in the Americas, Europe and Asia own the Bank.

Only bidders from a member country of the Bank are eligible to participate in the procurement process. For goods to be eligible, they must originate from a member country.
