Assignment Title: To Produce a Concept Document for Tajikhydromet development and options of institutional strengtheningand system reorganization

The Republic ofTajikistan has received financing from the World Banktoward the cost of the Central Asia Hydrometeorology ModernizationProject (CAHMP), and intends to apply part of the proceeds for consulting services. Theservices include:

  1. The current situation assessment(based on the research materials submitted by TajikHydromet) and the modernization plans of NHMS, existingcommitments ofTajikHydromet, identification of the system problems based on the systematic assessment of the current situation of thesocio-economic development of the Republic of Tajikistan;
  2.  Feasibility evaluation of the long-term hydrometeorological service development goals and ways to achieve them.
  3. Defining the key areas, favorable factors, constraintsand risks in the implementation of the hydrometeorological service activities to support the economy and options of the long termhydrometeorological service development, based on scenarios of economic development of Republic of Tajikistan till 2025, designedby the Ministry of Economy and Trade Development Policy of the Republic Tajikistan; identification of the NHMS long-termdevelopment target indicators.
  4. Development of the NHMS institutional strengthening andsystem reorganization program options, aimed at sustainability of the achieved modernization results, expanding the range andquality of information products, improving service delivery to consumers.
  5. Identification of options to finance the implementation of the Concept development scenarios (different NHMS operationalmodels), with provision of various share funding from the budget of the Republic of Tajikistan and the extra-budgetary fundsallowed by the laws of the Republic of Tajikistan, including the IFI and other donors investments.
  6.  Define anaction plan to implement the Concept, including legal support of implementation and recommendations on testing of the designedmodels.

The draft Concept will be discussed with theconcerned Ministries, Agencies and Scientific and Technical Council of the Committee for Environmental Protection of the Republicof Tajikistan.

The StateHydrometeorology Agency of the Republic of Tajikistan (TajikHydromet) now invites eligibleconsulting firms (Consultants) to indicate their interest in providing the services. Interested consultants must provideinformation indicating that they are qualified to perform the services and have the required qualifications and relevantexperienceto perform the Services. The shortlisting criteria are:

Similar assignments carried out during the last seven years.

  1. Experience in the region including Tajikistan or experience in similar conditions,
  2. Availability of number of key staff with general qualifications andexperience appropriate for the assignment

Theattention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants by World BankBorrowers  published in May 2004,Revised October 2006 and May 2010 (ConsultantGuidelines), setting forth the World Bank's policy on conflict of interest. 

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance theirqualifications.

Consultant will be selected in accordance with the Selection Based onConsultants' Qualification (CQS) method set out in theConsultant Guidelines.
