Assignment TITLE: - Selection and Employment of Consulting firm to Conducting Environmental and Social Audits in 11 Woredas of Lowlands Livelihood Resilience Project. Procurement Reference No. ET-ILLD-318944-CS-QCBS.

The Federal Democratic Republic of Ethiopia, Ministry of Irrigation and Lowlands has received financing from the World Bank towards the cost of the Lowlands Livelihood Resilience Project (LLRP), and intends to apply part of the proceeds for consulting services.

The consulting services (“the services”) include to consulting service to conducting Environmental and Social Audit in 11 woredas of Lowlands Livelihood Resilience Project.

The Lowlands Livelihood Resilience Project/Federal Project Coordination Unit now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services.

The short listing criteria are: Core business and years in business, qualification in the field of the Assignment, Technical and managerial organization of the firm, Interested firms should give information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.)

The attention of interested consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (Procurement Regulations) dated July 2016 and revised in November 2017, August 2018 and consecutive revisions (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.

The Competent Consulting firm will be selected in accordance with the QCBS method set out in the Consultants Guidelines.
