The Ministry of Finance, Republic ofTajikistan has received financing from the World Bank toward the cost of the Public Financial Management Modernization Project, andit intends to apply part of the proceeds toward payments under the contract for Procurement of Equipment for Improvement of MoFICT Infrastructure. The Ministryof Finance serves as the implementing agency forthe project and now invites sealed bids from eligibleBidders for thefollowing lots:

Bidding is open to all Bidders eligible as defined in these Guidelines, thatmeet the followingminimum qualification criteria:-
Lot 1
a. During the past four(4) years, the Bidder must have completed two (2) successful contracts of comparable scale as applicable involving the supply andinstallation of the requirements or of similar technical characteristics.
b. The Bidder toprovide evidence in the form of a written agreement with a local agent who will provide in-country support on their behalf,together with demonstrable written details of the qualifications, geographical coverage and experience of the agent to provide thenecessary support coverage for the equipment and systems being proposed. The agent to provide details of its proposed plannedmaintenance and how it will meet emergency response needs. If a local agent is not to be used, then the Bidder MUST provide writtenproposals detailing how the necessary support coverage for the equipment and systems being proposedwill be provided in-country bythe Bidder direct, with details of planned maintenance and emergency responseproposals.
Lot 2
a. During the past four(4) years, the Bidder must have completed two (2) successful contracts of comparable scale as applicable involving the following:-the design, supply, configuration, installation and implementation of the requirements or similar functional/technicalcharacteristics.
b. The Bidder to provide evidence in the form of a written agreement witha local agent who will provide in-country support on their behalf, together with demonstrable written details of thequalifications, geographical coverage and experience of the agent to provide the necessary support coverage for the equipment andsystems being proposed. The agent to provide details of its proposedplanned maintenance and how it will meet emergency responseneeds. Ifa local agent is not to be used, then the Bidder MUST provide writtenproposals detailing how the necessary supportcoverage for the equipment and systems being proposed will be provided in-country by the Bidder direct, with details of plannedmaintenance and emergency response proposals.
Bidding will be conducted through theinternational competitive bidding procedures as specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDACredits, published by the Bank in May 2004 and revised in October 2006 andMay 2010, and is open to all eligible bidders as defined in the guidelines.
