Consulting Services, Promotion of TVET

Requested Services

Assist the MINECOFIN in the implementation of a program for the promotion of vocational training (TVET) at the TVET Institutes to be supported. Indication of project volume should be provided.

The requested consulting services cover the following:

1. Evaluation of the status quo and if necessary, revision of the project concept with regard to the planned project activities
2. Management of the Rwanda Competitive Grand Fund (RCGF), make qualified staff available to set up two Fund windows and to manage i) the Fund Management Unit (FMU), ii) its day-to-day operations and iii) the independent selection process of viable TVET funding proposals (Window 1 and 2). Following the selection process of the RCGF, construction and rehabilitation, implementation of upgrading measures, planning of new facilities, lists of necessary training equipment, machines and teaching material, workshops, classrooms, laboratories and supporting facilities, training needs etc. of up to 15 TVET schools
3. Following the selection process of the RCGF, construction and/or rehabilitation of boarding infrastructure of up to 15 already existing Rwandan TVET schools
4. Support the PEA (RP) in setting up the new technical Bachelor- and Master programmes, prepare lists of necessary training equipment, machines and teaching material, workshops, classrooms, laboratories and supporting facilities, training needs etc. Development of an Environmental and Social Due Diligence (one for each TVET school) following IFC standards from which Environmental and Social Management Plans can be derived
