Objective and Purpose of the Assignment

ADB intends to engage a consultant firm or consortium to provide knowledge and support technical assistance to support the EDC to operationalize the microfinance apex function by developing strategy, operational policies, business processes and capacity building of EDC’s staff.

Specifically, the objective of the assignment is to: (i) develop an effective business strategy for EDC to operationalize microfinance wholesale lending; (ii) introduce best practice operations for EDC microfinance lending in areas of credit underwriting and wholelending techniques, risk management, loan portfolio management and loan workout; (iii) conduct training needs assessment at EDC for microfinance wholesale lending, develop training materials, and deliver training sessions to relevant EDC staff at all levels on best practices in microfinance wholesale lending and the workings of MFOs, including appropriate safeguards; (iv) provide learning-by-doing sessions, including on-site review and analysis for EDC’s credit officers; (v) prepare policy notes for financial regulator on best practices prudential regulatory requirements for apex institutions and credit guarantee scheme; and (vi) explore options and requirements for EDC to provide non financial services for MFOs .
The consultancy will be led by an international firm with preferably 10 years’ experience delivering work in similar assignments or in closely-related assignments, preferably with ADB and throughout the Central Asia region, including Uzbekistan. In particular, the firm should be specialized in financial services with good knowledge of microfinance, specifically previous experience in operationalization of microfinance apex institution.
