Assignment Title: Contracting a MICE Consultant to Support the Operationalization of the Mozambique Convention Bureau

Reference No: MZ-MEF-DNT-433940-CS-QCBS.

1. The Government of Mozambique (GoM), through the Ministry of Economy and Finance (MEF) has received financing from the World Bank towards the cost of the Mozambique Economic Linkages for Diversification Project (CONECTA NEGÓCIOS) and intends to apply part of the proceeds for consulting services. The beneficiary Agency is INATUR.

2. The Consulting Services (“the Services”) include:

  • To carry out in-depth training of the MCB staff in the implementation of the Mozambique MICE Strategy and Implementation Plan 2024 – 2025 – this will include supporting the research, targeting and development of at least six bid books for appropriate MICE events.
  • To conduct at least 12 awareness seminars with relevant MICE stakeholder communities in the private and public sectors.
  • To facilitate private sector training and certification in delivering international standard business events, specifically for Professional Conference and Event Organizers for meetings and Destination Management Companies for incentive travel.

3. The Ministry of Economy and Finance (MEF) now invites eligible Consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions and implementation of projects in accordance with environmental and social safeguard’s framework, etc.).

The shortlisting criteria are:

  • The consultant should have proven relevant experience in undertaking assignments of similar magnitude and shall preferably among others have the following qualification and experience:
    • The firm should have worked within a convention bureau or MICE activities for at least 15 years;
    • Demonstrated understanding of MICE industry and the relationship between the various stakeholders in the tourism value chain for a destination to efficiently sell a MICE offering and other tourism related services;
    • Experience demonstrating to have a good network of relationship across all key international and regional stakeholder’s groups involved in the MICE industry and as relevant for the assignment at hand;
    • Experience in Sub-Saharan Africa. Experience in Mozambique is a plus.

Key Experts will not be evaluated at the shortlisting stage.

4. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

5. A Consultant will be selected in accordance with the Quality and Cost Based Selection method set out in the World Bank Procurement Regulations.

6. The Economic Linkages for Diversification Project promotes a working environment where equal rights and respect for the dignity of women and men prevail. Sexual Exploitation Abuse and Harassment (SEAH) against project beneficiaries, communities and employees is not tolerated. Applicants for this consultancy are expected to comply with the World Bank's principles, regulations and measures governing the prevention and mitigation of Gender-Based Violence and Exploitative Sexual Abuse and Harassment.
