Description : GGGI for its projects in Fiji invites all eligible companies to submit their bids for the provision of consulting services to conduct a diagnostic assessment of 12 Coastal Localities in Fiji.

PROJECT BACKGROUND:
Fiji became a member of GGGI in 2014, and the GGGI office in Fiji was established in 2015 in Suva and is based within the Ministry of Economy. GGGI is currently supporting the Climate Change and International Cooperation Division (CCICD) of the Ministry of Economy, which is Fiji’s secretariat for the Nationally Designated Authority (NDA) to the Green Climate Fund (GCF), in the delivery of a GCF Readiness grant: “Mainstreaming Adaptation Planning at the Local Level in Fiji”. This grant aims to improve the country’s climate resiliency and facilitate implementation of the National Adaptation Plan (NAP) by mainstreaming adaptation at the local level focusing on four sectors: coastal resilience, resilient infrastructure including for water, coastal fisheries, and climate smart agriculture.

This will be achieved through (1) strengthened inclusive adaptation planning governance and institutional coordination through development of guidance and indicators, capacity building and dissemination of information; (2) evidence-based design of local adaptation solutions for maximum impact through sector specific case studies and technical assessments; (3) private sector engagement in adaptation to increase capacity for project conceptualization and investment, (4) conceptualization, preparation of feasibility studies and proposal preparation to secure investment.

As part of the implementation of this project, Fiji requires diagnostic assessments to be completed in various coastal localities in Fiji to better understand the sources of coastal degradation and identify possible solutions using nature-based solutions (NbS) for coastal protection and to preserve the local marine ecosystems, while taking into account economic development, e.g., agriculture, tourism, etc. There is limited example for other communities where a significant of local ground work has been made at a local level to understand the need to develop the area in a way that the environment and ecosystems are protected. In this respect a diagnostic of 12 coastal sites in Fiji will be undertaken.

Therefore, this assignment aims to complete diagnostic assessments of 12 coastal localities/communities in Fiji in the Provinces of Ba, Lau, Lomaiviti, Nadroga-Navosa, Serua, and Tailevu.

 

SCOPE OF WORK & PROPOSED ACTIVITIES:
The assignment is broken down into two components as shown below;

Component 1 – Site-specific technical diagnostic and vulnerability assessments

Deliverable 1: Prepare a workplan detailing the delivery of this work, showing the methodologies for assessments, scheduling and the specific involvement of the different consultants.

Deliverable 2: Undertake a comprehensive review of existing policies, developmental plans, and strategies, alongside an analysis of completed site-specific studies within Fiji through desktop-based research approach.

Deliverable 3: Field visits to each of the 12 coastal localities and conduct diagnostic and vulnerability assessments which depending on locations including, but not necessarily limited to, the following:

GGGI will convene a virtual pre-bid conference via M/S Teams on Thursday, 11th July 2024 14:30 Fiji Local Time (11:30 KST) to address any queries/clarifications relating to the assignment and procurement process. The tender submission deadline is August 6, 2024, 16:00 Hrs KST (Korean Standard Time).
If any bidder has any request for clarification on the TOR or any part of the tender documents, GGGI will be happy to clarify if they are received on or before 7 days before the deadline (namely: if the tender submission deadline is 16:00 6 Aug KST, then the due date for submission of request for clarification is 16:00 30 July KST).

Interested parties will be required to register their details on the GGGI e-Green Procurement Portal (https://in-tendhost.co.uk/gggi).

Documents can be accessed via the e-Green Procurement Portal by selecting ‘View Details’ on the relevant notice and then clicking the ‘Tender Application’ button.
