The ongoing global recession of 2008-2012 is putting extreme pressure on the government of Jamaica’s (GOJ) public spending as fiscal deficit remains high. In this context, in addition to the necessary fiscal consolidation measures, the role of government institutions and the quality and efficiency of the public sector and the public management are perceived as vital to contain costs, maximize the effectiveness and efficiency of government services, and provide the proper business climate that will lead to the resumption of strong and sustained growth. The objective of this operation is to support GOJ’s effort to increase the efficiency of its Public Sector through the introduction of new governance modalities, the rationalization and streamlining of functions across government and the implementation of new structures, systems and processes.
