The Socialist Republic of Viet Nam hasreceived a credit from the International Development Association toward the cost of Vietnam Hospital Waste Management Support Project (HWMSP), and itintends to apply part of the proceeds of this credit to payments under the Contract for Procurement of Environmental Monitoring Equipment (ICB No. CPMU/C1/G/01).

Period for delivery of Goods: From 30 days following the date of effectiveness the Contractto 150 days following the dateof effectiveness the Contract.

Bidding will be conducted through theInternational Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines:Procurement under IBRD Loans and IDA Credits, dated May 2004, revised October 2006 and May 2010,and isopen to all bidders from Eligible Source Countries as defined in the Guidelines.

Interested eligible bidders may obtainfurther information from CPMU ? HWMSP, Email: muasam.DACTBV@gmail.com, and inspect the Bidding Documents at CPMU ?HWMSP, Ministry of Health at the address (1) of Room 901, HighTech Building, No.4 Vu Thanh Street, Dong Da District, Hanoi -Vietnam, from 08:30 am to 11:30 am and 1:30 pm to 4:30 pm from November 12, 2013 toDecember 27, 2013 (on working days).

Qualifications requirements include:

- Bidders are required to have successfully completed within the past three (3) years at least one (01) similar contractcorresponding to each lot that they are bidding for.  

- The minimum average annual turnover for the past three (3) years of bidder must be greater than US$ 3,000,000 or equivalent for Lot 1;US$ 1,600,000 or equivalent for Lot 2; and/or US$ 2,000,000 or equivalent for Lot 3.

-  The amount in terms of cash flow or liquid assets or credit line, net advanced payments and other commitments for other ongoingcontracts that bidders have must be at least the minimum rate of US$ 1,500,000 or equivalent for Lot 1; US$ 800,000 or equivalentforLot 2; and/or US$ 1,000,000 or equivalent for Lot 3.

- In case of a Joint-Venture, the lead partner representing the Joint-Venture shall have been the main Supplier for one correspondinglysimilar contract and the lead partner representing the Joint-Venture shall meet at least 50% of the requirements for FinancialCapability.

A margin of preference for eligible nationalcontractors shall be applied. Additional details are provided in the Bidding Documents.

A complete set of Bidding Documents inEnglish may be purchased by interested bidders on the submission of a written Application to the address (1) below and upon paymentof a non-refundable fee of VND 2,000,000 orUS$ 100. The method of payment will be Cash, Check or direct deposit in to bank accountas follows:

The Bidding Documents maybe sent by acourier service on the bidder's specific request and upon payment of an additional non-refundable fee of VND 180,000for domestic delivery within Vietnam or 900,000 VND or USD 50 for overseas delivery. The Central Project Management Unit will notbe responsible for loss or late delivery of the bidding document.

Bids must bedelivered to the address (1) below at or before 14:00 PM on December 27, 2013 (Hanoitime). Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened inthe presence of the bidders' representatives who choose to attend in person at the address (2) below at 14:00 PM on December 27, 2013 (Hanoi time). All bids must beaccompanied by a Bid Security with an amount of US$ 31,000 for Lot 1; US$ 16,000 for Lot2 and/or US$ 20,000 for Lot 3. The BidSecurity shall be valid for four weeks beyond the end of the validity period of the bid
