1. The Government of Nepal [GoN] has received a loan from the World Bank towards the cost of Provincial and Local Roads Improvement Program (PLRIP) and intends to apply part of the funds to cover eligible payments under the Contract for Upgrading works of Raghunathpur (Hulaki Rajmarg) -Sonama-Tarhari-Sundarpur Road of Mahottari District, Contract Identification No.; PLRIP/MADHESH/W/NCB/UG/02/081-82. Bidding is open to all eligible Bidders from all countries as defined in the World Bank’s Procurement Regulations for IPF Borrowers, July 2016 (Revised September 2023).
2. The Provincial and Local Roads Improvement Program (PLRIP), Provincial Project Management Unit (PPMU), Madhesh Province invites electronic bids from eligible bidders for the procurement of Upgrading works of Raghunathpur (Hulaki Rajmarg) -Sonama-Tarhari-Sundarpur Road of Mahottari District. The Road started at Raghunathpur (Hulaki Rajmarg) (Postal Highway) near the bridge and ended at Sundarpur. The construction period is 2 years. The works consists of two phases: (a) Phase: 1 Construction/ /Upgrading Works- etc., and (b) Phase 2: Performance Based Maintenance Works for 5 years (Maintenance works consisting of all activities to be carried out to achieve and keep the road assets as defined in the Technical Specifications) after completion of construction/ improvement/ upgrading works, under National Competitive Bidding – Single Stage Two Envelope Bidding procedures.

Only eligible bidders with the following key qualifications should participate in this bidding:

• Minimum Average Annual Construction Turnover of last 5 years NRs 230,500,000.00
• Minimum Work experience of similar size and nature: At least One (1) Bituminous Road Contract within the last ten (10) years, with a value of at least NRs 184,300,000.00 that have been successfully or are substantially completed and that are similar to the proposed works

1. Under the Single Stage, Two Envelope Procedure, Bidders are required to submit simultaneously two separate sealed envelopes, one containing (i) the Technical Bid and the other (ii) the Price Bid, both in turn enclosed in one sealed envelope as per the provision of ITB 21 of the Bidding Document.
2. Eligible Bidders may obtain further information and inspect the Bidding Documents at the office of Provincial and Local Roads Improvement Program (PLRIP), Provincial Project Management Unit (PPMU), Madhesh Province, Janakpurdham, or may visit PPMO e-GP system www.bolpatra.gov.np/egp.
3. Bidder submit their bid electronically may download the bidding documents for e-submission from PPMO’s e-GP system www.bolpatra.gov.np/egp. Bidders, submitting their bid electronically, should deposit the cost of bidding document non-refundable fee of NRs 20,000.00 in the Project’s Rajaswa (revenue) account as specified below .

1. Pre-bid meeting shall be held at Provincial and Local Roads Improvement Program (PLRIP), Provincial Project Management Unit (PPMU), Madhesh Province, Janakpurdham at 14:00 Hrs on dated 6th October 2024 .
2. Electronic bids must be submitted to the office Provincial and Local Roads Improvement Program (PLRIP), Provincial Project Management Unit (PPMU), Madhesh Province, Janakpurdham through PPMO’s e-GP system www.bolpatra.gov.np/egpon or before 12 Hrs on 16th October 2024. Bids received after this deadline will be rejected.
3. The bids will be opened in the presence of Bidders' representatives who choose to attend at … 14:00 hrs on 16th October 2024 at the office of Provincial and Local Roads Improvement Program (PLRIP), Provincial Project Management Unit (PPMU), Madhesh Province, Janakpurdham. Bids must be valid until 120 days and must be accompanied by a bid security or scanned copy of the bid security in pdf format in case of e-bid,\amounting to a minimum of NRs 8,600,000.00 which shall be valid until 150 days. (15th March 2025)
4. If the last date of purchasing and /or submission falls on a government holiday, then the next working day shall be considered as the last date. In such case the validity period of the bid and bid security shall remain the same as specified for the original last date of bid submission.
