The People's Republic of Bangladesh has received a credit from the International Development Association toward the cost of Higher EducationQuality Enhancement Project (HEQEP), and it intends to apply part of the proceeds of this creditto payments under the agreement(s) resulting from this IFB: Supply, Installation,Customizing, Testing, Commissioning ofServer, Router, Core switch, Fiber optic cable network, air cooler, etc.(ICB No.- G1) at University ofDhaka, Bangladesh.
TheUniversity Grants Commission (UGC),Bangladeshserves as the implementing agency for the projectand Institute of Information Technology,University of Dhaka now invites sealedbids from eligible Bidders forSupply, Installation,Customizing, Testing, Commissioning of Server, Router, Core switch, Fiber optic cable network, air cooler,etc.
Bidding will be conducted using the International Competitive Bidding (ICB) proceduresspecified in the Guidelines: Procurement under IBRD Loans and IDA Credits, May 2010 and is open to all Bidders eligibleas definedin these Guidelines, that meet the following minimum qualification criteria:

1.2 Average Annual Turnover
Minimum average annual turnover of BDT 185 (One hundred Eighty five) million (or US $ 2.4million) calculated as totalcertified payments received for contracts inprogress or completed, in three best years within the last 5 (five) years. The Bidder must demonstrate access to, or availability of,financial resources such as liquid assets, lines of credit, and other financial means, other than any contractual advance paymentsto meet the following cash-flow requirement, BDT 30 (thirty) million (or US $ 0.39 million).Must meetrequirement
2.1 General Experience :
a)In case of single entity ? the bidder must have; and
b) In case of joint venture ? each member of a joint venture including the lead partner musthave;

(c) Experience as contractor / supplier in single contract of supply,installation of server,router and layer 3 core switch within last 5 (five) years.Anyone partner must have this experience.
(d) Experience certificate of minimum 600 nodes LAN infrastructure under a singlecontract.
5. Interested eligible Bidders may obtain further information from Institute of Information Technology,University of Dhaka,Bangladesh at the address given below from 9:00 AM to 5:00 PM (BST) (workingdays). The bidding document is also available in the website http://www.du.ac.bdand http://iit.univdhaka.edu . A pre-bid meeting, which potential bidders may attend, will be held onDecember 09, 2013, Time: 11:00 A.M. Place:Institute of Information Technology,University of Dhaka, Bangladesh.
6. A complete set of bidding documents in English maybe purchased by interested Bidders on submission of a written application to the address below and upon payment of a nonrefundablefee of BDT 5000 or in US $65 up to 5:00 P.M. BST on January 08, 2014.The method of payment will be through Cashier's Check. The document will be sent by airmailfor overseas delivery and surface mail or courier for local delivery.

Bids must be delivered to the following address: Office of the Sub-Project Manager CN 03 and Director, Room no. 207, InstituteofInformation Technology, University of Dhaka, Bangladesh, at or before January 09,2014; 2:00 P.M. BST. Bids need to be secured by a Bid Security. The amount of Bid Security required is: US$ 15,000 (Fifteenthousand) only or BDT 1,200,000 (Twelve Lac) only or an equivalent amount in a freely convertible currency. Late bidswill be rejected. Bids will be opened in thepresence of Bidders' representatives who choose to attend at the address mentioned aboveat January 09, 2014 ; 2:30P.M.

The attention of prospective Bidders is drawn to(i) the fact that they will berequired to certify in their bids thatall software is either covered by a valid license or was produced by the Bidder and (ii) thatviolations are considered fraud, which can result in ineligibility to be awarded World Bank-financed contracts.
