Urban mobility and basic infrastructure investments in secondary cities are helping improve access to services and economic opportunities for populations affected by instability and climate shocks. While security and fiscal constraints complicate implementation, infrastructure development remains a core component of the country’s medium‑term growth and resilience strategies.
