The Liberia Water and Sewer Corporation has received financing from the World Bank (IDA) towards the cost of the Liberia Urban Water Supply Project-Additional Financing and intends to apply part of the proceeds for the Contract Consulting Services.

The Consulting Services (“the Service”) include the Construction Supervision and Quality Control for Construction of a New Transmission Line Leading from the Water Treatment Plant in White Plains to Monrovia. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing. This is a lump-sum contract with a duration of nine (9) months. The expected start date of this assignment February 2024.

The Liberia Water and Sewer Corporation now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consulting firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: statement of capability and experience indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, supervision and quality control of water transmission line, availability of appropriate skills among staff, key experts will not be evaluated at the shortlisting stage, etc.). Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

The attention of interested Consultants is drawn to Section 7.11 and 7.12 of the World Bank’s Procurement Regulations for IFB Borrowers-Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services July 2016, 2017, August 2018 Revised September 2023.

A Consultant will be selected in accordance with the Consultant’s Qualification-Bsed Selection (CQS) method set out in the Procurement Regulations. Further information can be obtained at the address below during office hours from 09:00 hours to 16:00 hours GMT at the address given below.
