Objectives: The tender aims to contract a capacity building and development consultant to conduct a comprehensive assessment of capacity needs, develop a capacity building strategy or development plan, and contribute to the 7th National Report in Mongolia. This role is vital for the implementation of the GEF-funded Umbrella Programme supporting the update of National Biodiversity Strategies and Action Plans (NBSAPs) and the 7th National Report, aligned with the Kunming-Montreal Global Biodiversity Framework. The consultancy involves stakeholder engagement, gender mainstreaming, strategic planning, and partnership development over a 9-month period.
