Objective and Purpose of the Assignment

   

The objective of work under this TOR is to test a decentralized model to deploy green freight
interventions among SMEs (Small and Medium Sized Enterprises) engaged in road freight in Lao PDR and Viet Nam and develop recommendations for how these could be scaled up. The project will engage and target one local / regional association in each country that will be identified at the outset. The project team will implement activities in partnership with the target association so as to build their capacity and increase awareness of green freight. Green freight measures to be tested will include driver training in eco-driving and safety, green freight technologies and financing for these, and logistics management. General tasks include (i) participation in and support for steering group meetings, lead by the Ministry of Public Works and Transport (MPWT) in Lao PDR and the Ministry of Transport (MOT) in Viet Nam, with relevant government agencies and associations; (ii) identification of one target association in each country – all piloting activities will be conducted in partnership with this association in order to build local capacity; (iii) provision of technical inputs to design a program monitoring and evaluation system; (iv) engagement with other national and regional green freight programs to share experience (one meeting per year); and (v) Preparation of awareness raising materials on green freight for Lao and Vietnamese companies.
