Objective and Purpose of the Assignment

   
The Government of India has signed a Framework Financing Agreement (FFA) for Multi-tranche 
Financing Facility (MFF) for USD 800 Million with the Asian Development Bank (ADB) on 17th May 2012 
under which three loans for Rural Connectivity Investment Program (RCIP) have been provided for 
construction of 9,000 km rural roads under Pradhan Mantri Gram Sadak Yojana Program (PMGSY) 
connecting 4,200 habitations in States of Assam, Chhattisgarh, Madhya Pradesh, Odisha and West 
Bengal. ADB financial support for the Investment Program is to be extended through Multitranche 
Financing Facility. This Facility intends to finance the component and the sub project which will 
include road infrastructure development component and institutional development component. 

National Rural Roads Development Agency (NRRDA) has been set up under the aegis of Ministry of 
Rural Development, Government of India, and is responsible for providing operational and management 
support to PMGSY. Assam State Road Board on behalf of Public Works Department, Government of Assam; 
Odisha State Rural Road Agency on behalf of Rural Development Department, Government of Odisha; 
West Bengal State Rural Development Agency on behalf of Panchayat Raj and Rural Development 
Department, Government of West Bengal; Madhya Pradesh Rural Road Development Authority on behalf of 
Panchayat and Rural Development Department, Government of Madhya Pradesh; and Chhattisgarh Rural 
Road Development Agency on behalf of Rural Development Department, Government of Chhattisgarh will 
be the Implementing Agencies responsible for the project execution in the states of Assam, Odisha, 
West Bengal, Madhya Pradesh and Chhattisgarh, respectively. The Technical Support Consultant will 
be engaged by NRRDA to provide Technical Support to the State Implementing Agencies in Social 
Safeguards, Environmental Safeguards, Road Safety, Road Maintenance and Socio-Economic Impact 
Assessment.
