NAVIGATIONAL AIDS AND AIRFIELD GROUND LIGHTING, DESIGN, SUPPLY, INSTALL AND COMMISSION
VARIOUS LOTS – TONGA, TUVALU AND KIRIBATI
The Governments of the Republic of Kiribati, Tonga and Tuvalu have received a grant for assistance from the International Development Association (IDA) under the Pacific Aviation Investment Program (PAIP). The Implementing Agencies (IAs) for each country are: the Ministry of Communications, Transport and Tourism Development, (MCTTD) Kiribati, Tonga Airports Limited (TAL) and the Ministry of Transport and Communications (MTC) Tuvalu and they intend to apply part of the proceeds of this grant to three separate contracts for the Design, Supply, Installation and Commissioning of NAVIGATIONAL AIDS AND AIRFIELD GROUND LIGHTING.
The PAIP Program is a regional aviation project with the development objective to provide safe and secure air transport operations and environmentally sustainable and efficient airports and is being implemented in three (3) Pacific Island countries: Kiribati, Tonga and Tuvalu. It is anticipated that Samoa will join in 2014. Tonga Airports Limited is the implementation Agency for Tonga and is responsible for implementing PAIP through a Technical and Fiduciary Services Unit (PAIP TFSU).
The PAIP TFSU on behalf of the Implementing agencies named above now invites sealed bids from eligible bidders for the Design, Supply, Installation and Commissioning of the following Lots:

International competitive Bidding (Single Stage) will be conducted through the International Competitive Bidding procedures as specified in the World Bank's Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers January 2011 ("Procurement Guidelines"), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank's policy on conflict of interest.

The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the Bank Standard Bidding Documents: Procurement of Plant. Revised 2010
A complete set of bidding documents in English may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of USD200. The method of payment will be by Electronic Funds Transfer to bank account nominated below. The document will be sent by International Courier.
Bids must be delivered to the address below on or before 3-00pm 10th June 2014. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders' designated representatives and anyone who choose to attend at the address below on 10th June 2014 immediately following the deadline for submission.
All bids must be accompanied by three separate "Bid Securities" in USD or its equivalent in a convertible currency: For Tonga: The bid security shall be USD20,000, For Tuvalu: The bid security shall be USD10,000, For Kiribati: The amount of the bid security shall be USD50,000.
