Objective and Purpose of the Assignment

   
The Project will coordinate with Beijing Pilot Carbon Emission Trading, developing innovated 
research toward Agriculture and Forestry Carbon Sequestration Trading Mechanism covering Beijing 
urban and rural areas, providing feasible market-oriented mode choices to Beijing’s Urban and rural 
development coordination and ecological and environmental protection. 
Through the project’s successful implementation, we expect to (i) realize the economic value of 
ecosystem services in Beijing Outskirts, provide a new way to improve the Beijing rural farmers' 
income and narrow the income gap between urban and rural residents; (ii) by the introduction of 
agriculture and forestry carbon sequestration trading mechanism, provide internal Incentives for 
protecting the ecological environment in Beijing Outskirts and guaranteeing afforestation 
effectiveness; (iii) through effective integration of forestry carbon sequestration transaction 
with Beijing carbon trading pilot and China carbon market construction, set up market mechanism of 
urban compensating for rural, industrial compensating for agriculture, high emitters compensating 
for low emitters; (iv) combine fiscal and tax incentives with agriculture and forestry carbon 
sequestration trading, promote fiscal and tax incentives play a greater leverage through market 
mechanism; (v) explore new way of low-carbon Poverty Alleviation, provide feasible model for 
carrying out low-carbon Poverty Alleviation in future Beijing and counterpart support areas as well 
as eastern and central and western provinces.
