Objective and Purpose of the Assignment

A. Project Background

The state-owned bus operator DAMRI has prepared a bus electrification program to improve the overall sustainability of their fleet and supporting infrastructure. This program identifies a phased approach to electrify their bus fleet and renovate supporting facilities. Under DAMRI’s program, phase 1 is focused on electrification of their current Transjakarta bus rapid transit (BRT) service quota, 467 buses, and the supporting depot facilities. The program will lead to improved air quality in Jakarta, as well as improved operational resilience and service quality for Transjakarta passengers. DAMRI has been implementing phase 1 of their program since 2023. However, DAMRI has only been able to access limited funding to deliver the program, which slowed the achievement of program results. DAMRI will have electrified 316 buses out of its 467 BRT quota by end 2025 and install supporting charging infrastructure. Ninety-two of the remaining buses should be electrified by July 2026 under the current program, however DAMRI has not been able to secure financing. Further, DAMRI has not been able to implement green buildings and drainage improvements in the facilities to achieve operational resilience results due to funding limitations. ADB is providing support to the program that would enable DAMRI to accelerate the remaining program results through leveraging concessional financing, thereby fast-tracking urban environmental and air pollution improvements.
Through ADB’s support to DAMRI, a technical feasibility and preliminary engineering design has been completed. The technical feasibility study has prepared an optimal development pathway for improvements to DAMRI’s targeted depot facilities at Ciputat, Jelambar, and Tipar, and assessed alternative charging systems, feasibility feasibility of integrating various climate resilience, environmental sustainability, and inclusive design elements into the scenarios. The preliminary engineering design has prepared design guidelines for each depot including layout concepts, structural and pavement designs, drainage and solar PV systems, accessibility/GESI features, and cost estimates for infrastructure development.
B. Objectives
DAMRI requires services of an engineering firm to progress its preliminary design for the depots to a detailed engineering design, prepare an environmental and social management plan, prepare bidding documents, and provide support during the procurement stage leading to a signed contract with a suitably qualified works contractor procured through an independent and open competitive bidding process. The consultant shall prepare all outputs in English and Bahasa Indonesia.
