Objective and Purpose of the Assignment

   
The main objective of this Consultancy service is to support the UGIIP-III to develop Pourashava 
level participatory urban sanitation improvement action plans, through coordination and 
consultations with PMO/PIU, Pourashavas, local committees, stakeholders and beneficiaries. The 
consulting team will consist of a total of 48 person months to be completed by a staff of 4 
international and 5 domestic consultants.

The consultant is responsible for preparing sanitation plans and potential investment for 30 
Pourashavas. The plans will be prepared using validated citywide sanitation planning approaches and 
tools such as the IWA Sanitation 21 or the City Sanitation Planning (CSP).  These should be used 
together with neighborhood/community level planning approaches such as the Community Led Urban 
Environmental Sanitation Planning (CLUES) approach. The team manager will closely coordinate all 
work with project stakeholders including the PMO, counterpart staff, PIUs, local businesses and 
communities and the ADB project officer. During the inception phase, the consultant must submit a 
detailed technical approach for preparation of Sanitation and Investment Action plan. The approach 
must be approved by the PMO before proceeding.

1.	Interested firms are encouraged to form an association 
or a joint venture among international consulting firm(s) 
and national consulting firm(s). The lead firm must be 
specified in the EOI. The lead firm will be given more 
weight, while the experience and qualification of other 
firms will also be evaluated. 

2.	The standard EOI template shall be used for submission. 
Firms can present up to 10 project references. 

3.	Firms with experience on (i) sanitation planning 
(excluding centralized systems), such as enhancing 
sanitation access and fecal sludge management, and (ii) 
designing and implementing municipal sanitation projects 
including capacity building and community mobilization, 
will be given priority in shortlisting. Experience on 
projects/programs in Bangladesh and South and/or Southeast 
Asia will also be taken into account.   

4.	In the project sheets, it should be made clear which 
firm (out of association or joint venture of firms) 
participated in each project, together with its status in 
the assignment – whether it was the lead firm or a member 
of associated entity. Unclear project sheets may not be 
considered for evaluation.
