tender Background

About the Funding Agency

AICS - the Italian Agency for Development Cooperation - is one of key innovations established by the Italian law on international cooperation (Law No. 125/2014). The Agency began operating in January 2016, with the aim of aligning Italy with its principal European and global partners in the endeavor of development. Its basic model reflects that used in the main European countries, and it must comply with the demand for more professional and innovative forms of cooperation, involving the methodological flexibility necessary in a continuously evolving scenario.

The Agency headquarters are in Rome. AICS runs another base in Florence and 20 field offices worldwide for assessing local needs, implementing development initiatives, monitoring results and building partnerships on the ground. According to the law, the Agency’s mission is to "perform technical and operational activities associated with the examination, development, financing, management and control of the cooperation initiatives".

About the Sectors

Transport

Involves initiatives related to the movement of people, goods, and resources through land, water, and air transport systems.

Key areas:
  • Land transport infrastructure and services
  • Railways, metro, and tramway construction
  • Air transport operations and air traffic systems
  • Water transport and navigable waterways

Locations

Cameroon

Cameroon’s development strategy has involved substantial public spending on infrastructure and economic activity, with recent budgets reflecting increased financing needs to support growth across transport, energy and public services. While infrastructure investment aims to stimulate non-oil sector growth, Cameroon still faces challenges related to governance, liquidity constraints and lingering infrastructure gaps in road networks and utilities. Continued reforms to strengthen institutional capacity, improve public-private partnerships and mobilize external financing are central to enhancing the quality and impact of infrastructure spending in driving inclusive development.
