Eligibility criteria:

Eligible applicants: Economic operators may participate as a sole tenderer or as a group of economic operators submitting a joint tender. The procedure is not reserved. The documents allow subcontracting, but subcontracting by subcontractors is not authorised.
Geographic and legal eligibility: Participation is open to natural and legal persons covered by the EU Treaties, to international organisations, and to entities from third countries where an applicable international procurement agreement grants access. All involved entities and subcontractors must not be subject to EU restrictive measures. Services must be performed within the territory of the European Union, except where expressly authorised for a specific contract.
