Eligibility criteria: Eligible applicants are economic operators submitting as a sole tenderer or as a joint tender. Participation is open on equal terms to natural and legal persons covered by the EU Treaties, international organisations, and entities established in third countries with a relevant procurement agreement with the EU. For this procedure, operators established in Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia and Serbia have access under the applicable Stabilisation and Association Agreements. Operators established in Moldova and Ukraine do not currently benefit from access under their Association Agreements for these services.
